Dardan Gashi has estimated that this is a form of Kurti Government to precede sending a high-level directive from the opposition. Administrative guidance, he named “komples illegal”.
“What's wrong with this administrative direction, is completely essential. Because it's based on the law on local governance, but that paragraph when it comes to this procedure is related to the law for referendum. That law doesn't exist. How does the government make laws in non - existing laws? ...Administrative acts built under existing law. I know that all Kurt's structures know that this instruction is illegal, that administrative instruction has no legal basis. They do this so that someone from the opposition can send him to the Constitution and bring him down, which they will do, because there is no existing base”, he has declared RTV Duggjini. On the other hand, Gashi stressed that this presents a game of Kurti Government.
The Ministry of Management of Local Power has completed drafting Administrative Guide for the initiative of citizens to remove the mayor from office.
This has been announced by the secretary of this dictatorship, Elbert Krasniqi.
Through a Facebook post, Krasniqi has said that Administrative Guidance is aimed at establishing the initiative, organisation and handover of the citizens' initiative to remove the mayor from office, in accordance with the Law on Local Self-Government.
“Piety of discussions, work and professional consultations and even of the working group have been local and international institutions. In view of this matter, it is the first time to deal with normative adjustments that many comments and suggestions have been made. All are addressed and the main container part is addressed”, Krasniqi wrote.
Utje, he has said that this directive provides the possibility of practical application of a right guaranteed by the law for local self-government, stressing that “Right, which ensures the exercise of civic will in relation to the mayor of the municipality, which citizens themselves select for”.
Such a document comes at a time when the European Union is earnestly asking Kosovo to announce new elections in the four Serb majority municipalities in the north: Northern Mitrovica, Zvecan, Zubin Potok and Leposaviq.
These municipalities are currently led by Albanian mayors.
