The verbal note implies diplomatic communication between the two governments through diplomatic representatives each other.
The latest round of dialogue between Kosovo and Serbia is held on 14 September.
The meeting has ended without any results.
Kosovo Prime Minister Albin Kurti has later told the media that dialogue mediator Miroslav Lajcak has taken a unilateral position, in line with that of Serbian President Aleksandar Vuciq.
He has also warned that in the coming days there will be meetings with “all international factors who have accepted the state of Kosovo”.
The European Union has called Kurti's statement “groundless charges”.
US Ambassador to Pristina Jeffrey Havenier has said in an interview for Radio Free Europe that the United States expects both Kosovo and Serbia to implement all obligations and commitments undertaken with the Ohrid Agreement on normalisation of relations.
According to him, Kosovo should begin to advance the Association of Serb majority municipalities, and “ky should be among the first steps”.
“We believe it should be fully in line with the current Kosovo Constitution. We believe it should be fully in line with the Constitutional Court's decision. We do not believe there should be executive authorities or competencies”, Havenier said on September 20th.
He has shown hope that Kosovo Prime Minister Albin Kurti will work with representatives of the European Union towards this “strategic goal”.
If you don't, Havenier said there would be consequences.
“We are very committed to seeing Kosovo's progress, but we can't be more interested than the Government of Kosovo”.
The American ambassador has also said that European mediators of Kosovo-Serbia dialogue enjoy “powerful confidence” from the US.
Kosovo and Serbia are part of the EU-brokered dialogue for normalisation of reports since 2011.
The sides have signed a host of agreements, but not all have been implemented.
