What's the difference between Kurt and Borrell's proposal?

The Thursday of September 14th was long anticipated. This is about the fact that the leaders of Kosovo and Serbia had long met and were expected to leave Josep Borelli's office with a hand deal.

But as a common matter, the parties refused to agree.

Rather, Josep Borrell, who leads foreign policy, blamed Kosovo for refusing to accept the EU proposal for implementing the agreement.

Two proposals of Kosovo and the other of the European Union have appeared in public.

It seems that the difference among them was especially the order of points on how the agreements reached would be imposed.

The EU document began with the opening of the negotiation process for Association, while, in parallel, Serbia would no longer insist on using astrost and injector, or UNMIK's participation in regional forums.

While the supreme Kurt document lists the adoption of the Declaration on Missing Persons, which should be complete by both sides.

The next step, under this EU proposal, would be for the parties not to interfere with each other's internal affairs and refrain from any form of violence, or inciting violence.

And for Kurti in the ranking would be the agreement for the presentation of draft Statut by the Kosovo-run management team.

The points would continue on both documents, where, in the EU proposal, the instruments of self-defence for Serbs would be listed, then the recognition of documents and symbols, to face Kurti's points, evidence from Borelli that Kosovo would not be hindered in membership, without lobbies and no vote against, the outcome of negotiations on self-advancing, and the dissolution of Serbian illegal structures in Kosovo.

But for Visar Xani, diplomacy and foreign policy connoisseur, Kosovo currently has only one more real solution if we want a quick deal.

“Equipators in this case except that they are positioned, and we like Kosovo are hard to find a space, to change something. So it's very important that we concentrate on the way the European plan is implemented, even if the foundation of association is required, just spend energy on the way it is established so it doesn't conflict with the constitution”, Xani said.
