State Care for Police: No new bulletproof vests, no extra risk, no new shoes

The Tender Court found violations of the Procurement Law in the tender of four million euros, restoring it several times to re-evaluation, reports Insander.

In one of the complaints approved by the OSHP, the economic operator complained that the consortium of companies designated to win the tender “PRICOM KPS & Seyntex SV” had failed to provide product in compliance with the request required by the Tent File.
“Based on top descriptions, the panel considering that the OE has not fully met the technical specifications set forth by the AK in the Tent File, as well as that the procurement activity contains a sensitive nature, protection of the health of police officials, the most appropriate solution as well by applying the LPP's 104th article 104 was the total annulment of the procurement activity”, among other things said in the OSHP decision.

Kosovo police in 2021 through this tender had planned to buy 600 pieces of internal bulletproof vests, 2 thousand and 300 external bulletproof vests and 350 tactical anti-computers for Special Units.
Similar situation was made with the issue of the supply of new shoes.
In May of this year, the annulment of procurement activity for supply of new shoes was announced because there were no responsible offers.
Risk extensions are another concern that has been addressed several times.
For six months now, police have not received additional risk for extended hours and risk at work. These additions were eliminated after the functioning of the Law of Salaries in February of this year.
The Kosovo Police Union for this has repeatedly warned union actions, as well as has urged the ombudsman to submit the Law of Salaries to assess constitutionality.
From the government they have said these additions are “reformed”, and part of it is included in wages.
“The retransformation requirement has become involved in the salary, and we are now in question for specific categories that can benefit because they are exposed to the risk proportionally, the moment set up also has retroactive compensation”, Murati stated.
Police officials have been forced for 24 years now to cover drugs and other health services from their own pocket. This, since police officers have now been without health insurance.
Police Union Chairman Imer Zeqiri has said that the Kurti government has received any concrete answers to the health insurance issue.
About 50 Kosovo Police officials resigned voluntarily since the beginning of this year so far.

Police, in co-ordination with KFOR and EULEX, managed to enter the Zvecan Banjska Monastery, where the armed Serb group was moved. Inside the monastery, an arsenal was found.
So far, four people have been killed by this group and two others have been arrested. Media in Serbia have reported that two others were treated last night in Novi Pazar.
