The upcoming meeting of Kosovo Prime Minister Albin Kurti, and Serbia's president, Alexander Vuciq, will take place on 14 September.
Kurti and Vuciq have last met on May 2nd nine days after extraordinary elections in northern Kosovo, which have been boycotted by local Serb populations. Since then, there have been a number of tensions and crises between the two countries.
While, on August 30th, the EU reiterated the call for both to create a climate for continuing dialogue.
But whether there will be an appointment, and whether a deal will be reached between them, FrontOnline spoke of former negotiator Avni Arifi.
According to him, Serbia is interested in not having any step forward.
“appears to have an appointment. As for the deal, it is hard to expect there will be something, the positions of the government of Serbia are well known, are interested that there is no step forward, the positions of the Government of Kosovo are what they are and do not guarantee that there will be any development in the sense of reaching any agreement. And the only thing not known is what the position of the EU and negotiators will be and perhaps the only innovation that can be expected is from some position of negotiators”, Arifi has declared.
Former negotiator Avni Arifi has voiced sceptical that in the near future there will be final agreements with Serbia.
And that's why it says Serbia has no interest.
“It seems that all prognosis is grim, Serbia does not have the interest of reaching agreement, it is not interested in having elections in the north, it is not interested in having municipal association, they are mainly trying to push the process specifically to the US and EU election year, and there is nothing this year, but in the next”, it has been expressed.
While acknowledging that Kosovo is in a more difficult position.
“We are in a much more difficult position because reaching the agreement is the direct interest of Kosovo, the economic position in Kosovo in general is beautiful depressive where a large portion of young people are releasing Kosovo, and the worst thing now is that we have sanctions, which will gradually be seen to have an effect on the daily lives of Kosovo citizens”, he has said.
Due to the failure of the situation in the north of the country long ago, measures were imposed by the European Union and the United States of America.
The same continues to be in effect.
But, that former negotiator Avni Arifi says such will remain at least until the provisions of the Bratislava agreement are realised overall
And he claims they should not be settled at all.
“We believe that they would not have to be settled, but the way the Government of Kosovo has made since the license plates, then the way that is approaching northern municipalities we have considered as wrong and this is a reality regardless of whether we agree or not, sanctions are a reality and they are not expected to be removed at least until the provisions of the Bratislava agreement are realised in all, and what Kosovo Government does not seem to have for the urgency of the implementation of those points”, Arifi has indicated.
French President Emmanuel Macron has said his country will review the pledges it has made on economic and political visa issues for Kosovo and Serbia if they do not behave responsibly.
Arifi has said all Kosovo institutions should be concerned.
“Finance is one of the main countries of the European Union along with Germany, their political position should disturb all Kosovo institutions. I've seen a lot of tests that this can be done or can't be done. Of course, everything can be done in terms of the European Union that France sponsors. Kosovo institutions must take the positions of European leaders very seriously. France is among the states that have helped Kosovo, are participating in shellings, and is the fifth state to have recognised Kosovo, and the criticism coming from France deserves a more diplomatic response and a more friendly response than the response from Kosovo”, he has stated.
Kosovo President Vjosa Osmani has said on Wednesday that the suspension of the visa removal decision for Kosovo citizens from January 1st 2024 would kill the dialogue between Kosovo and Serbia.
Unbelievable is praising this statement by former chief negotiator Avni Arifi.
According to him, Kosovo will pay for these reactions.
The incredible “, for such a response to be heard by the president of Kosovo, is truly incredible. Kosovo political leaders in their reactions to world leaders have seen reactions to Blinken from Prime Minister Kurti, we have seen mass reactions to Chollet, to Lajcak, Borrell and world leaders. These reactions do not bring good to Kosovo, Kosovo will pay for these reactions, but what it looks like is the political leaders of Kosovo have found people who pay for them, they are the people of Kosovo who are doing this and let them go on paying”, Arifi said.
Former negotiator Avni Arifi has also talked about the issue of association.
He has said that Prime Minister Albin Kurti has accepted the latter.
Of course, if we look at the posts, any political stance behind Prime Minister Kurti has violated since he came to power. He has accepted the Association, and his position that now the Association should be done but in sequence with other agreements, with a sequence he wants to impose on him as he seems to be not finding space in the international community. This is the requirement, it is the duty of the international community that Kosovo has accepted, it has never been a subject of executive competence and no political subject has supported an executive competence, now we are waiting for what association Kurti”, he said.
According to him, like Prime Minister Kurti earlier hand over the draft Association status for the Kosovo side dialogue would be easier.
“Draft-state has been requested for the weather, the sooner Prime Minister Kurti sent it, I believe it would be easier for dialogue and for the Kosovo side. Unfortunately, the Kosovo government has never submitted a statute, has been trying to initiate in a process the advances of an association but has not met in support, so it remains the international obligation Kosovo has either ten years ago or now with the last two agreements. Kosovo has taken the obligation, Kosovo political leaders have promised to install association and all expect Prime Minister Kurti to implement”, he has added.
Arifi says association should be in line with the Constitution, without executive competence and no third level of power
“There is a Euro-Atlantic consensus that the Association does not have executive competencies and that it is not the other level of power, and I believe that it is the interest of Kosovo that political leaders have had to exploit this moment and line with a draft status that was about to meet the demands of the international community, but always in line with the Constitution of the Republic of Kosovo, without executive and non-level authority of power<1>, it is expressed among other things.
Former Kosovo ambassador to the United Arab Emirates, when asked whether the Vetevendosje Movement has any argument to speak of government with clean hands in the upcoming elections, has said they have neither a face nor a face.
According to him, this party has never offered bright prospects to Kosovo's people
A certain spirit has been created, support from the Vetevendosje Movement, where evil is being said good. As for the face, I don't believe they have faces and they never have, not when corruption is at stake, not when patriotism is at stake, nor when the country's future is at stake. Never has the Vetevendosje Movement offered a bright perspective to the people of Kosovo, but they have found a moment of citizens' discontent with previous parties, and now Kosovo is clearly only beginning, but will pay very, very expensive to govern it”, Arifi has indicated.
