After it was decided that there should be elections in the four municipalities in the north, two options were discussed to organise the new process, the resignations of current mayors and the signing of a petition by citizens in these municipalities. Since international resignations were described as a quicker way, power seems to have been in a hurry, insisting on the petition, which from the beginning was known to take a long time.

However, administrative instruction for citizens' initiative to remove the mayors has already been drafted, which is expected to take some 100 days. The American emissary Gabriel Escobar, who said he thinks the quickest and easiest way for new elections with Serb participation is through resignations.

He adds that the petition has not been tried before, stressing that there are no regulations and laws to do so.

Escobar said they're following the situation very closely.

If you want to have new elections with Serb participation, I think resignations are the fastest, easiest way. The petition as an initiative has never been proven before. In fact, there are not many of the regulations and laws for that. However, we are looking for any possibility within the Constitution, which would enable us to hold new elections. We are asking Serbs to participate fully in the elections when they are decided to be held. How we get there is a matter that will be discussed between the parties. However, I believe the resignations would be the fastest. However, we are very carefully following the situation”, he said in an interview for VOA.

After that statement, Local Power Management Minister Elbert Krasniqi also spoke. He at a media conference today said administrative instruction is a democratic process, and everything else is Belgrade's request.

“Administration is the democratic process and everything else is not the request of citizens there, but are Belgrade's requirements. Those are not requests for the good of citizens”, he said.

He claimed that the removal of the mayors is done through the form that is the highly democratic “”, while asking a question.
