Citizens of municipalities: Northern Mitrovica, Leposavic, Zvecan and Zubin Potok mainly Serbs have not paid the current spent for more than two decades now. A court in Kosovo ruled that paying the current spent on the north by other Kosovo citizens was illegal. But the problem was not solved even after talks in Brussels when compliance with the power issue and the licensing of a Serbian company was reached. Regulatory Office said a number of agreements have been signed, but still remain to finalise several issues

Commercial agreements are under way with KEDs for Services delivery in the four northern municipalities, as well as other issues related to providing access to the Vallaqi substation and to the (KOSTT) transmission infrastructure and distribution (KEDS).
The debate over the current in the north was prompted by Deputy Prime Minister Besnik Bislimi, who requested implementation and electricity guidance.
“Implementation of the Energy Agreement Guide is on an urgent matter. Failure promotes criminal activities at the cost of taxpayers and the environment. Kosovo has consistently played a constructive role and has implemented all obligations. We wait and ask for the same thing from the other side”
But the chief of the so-called <x0-shirt for Kosovo” in Serbia's government, Petar Petkov, accused the Government of Kosovo of blocking the energy agreement, as he said.
”Pristina has hampered implementation of the Energy Guide since October. In March Belgrade called for the issue to be resolved, and later in April we came to Brussels with all experts and only Bislim. We have been waiting for Mr. Clear who sabotages deal”
In June of last year, Kosovo and Serbia had agreed on the Guide to implement the 2013 Energy Agreement on the matter of billing electricity in northern Kosovo municipalities. / RTV21
