It's been a week, but Minister Lieburn Aliu does not seem to plan on suspending him from work, Secretary Bytyqi on whom a very strong charge is running. Regarding his suspension or not, Periscope has requested an answer from Ali's office, but so far they have not returned.

In the past week, the Special Prosecutor has established him at the Constitutional Court in Pristina, the indictment against 10 officials and former MMPHI officials: Betim Recica, Valmira Blace, Zymer Abdullahu, Jetmir Alaj, Emir Morina, Blerim Dina, Nuhi Pazizi, Goran Milenkovic, Izedin Bytyqi and Muhamet Gashi.

Betim Recica, Valmira Blace, Zymer Abdullahu, Jetmir Alaj, Emir Morina, Izedin Bytyqi and Muhamet Gashi, in the quality of officials of the Ministry of Infrastructure, while Blerim Dina in the quality of the Procuratory Organisation (OSHP), as well as Nuhi Pajarizi of Goran Milenkovic, in the quality of the OP members, is being commissioned for “KEqusion use of official duty <2x> and <3x> Falsification of the official document”

It becomes known that from May 10th, 2019 to September 4, 2020, defendants top in co-ordination using office and official authority, as well as overstepping their legal competencies, deliberately acted contrary to the Procurement Law, the Law on Budget Division of 2019, the Law for Management Public Finance and Legal responsibilities.

This is tender “Reconstruction of the R115 Regional Road, Prizren-Prevalla” measures 14. million and 493 thousand euros. The tender had been initiated at the time when the AAK minister, namely Pal Lekaj, was signed after the fall of this government, which was subsequently led by LDK minister Arba Abashi.

The defendants reportedly, in order to benefit some economic operators, initially changed the value of the project from 2,000.00 euros to the Law on the 2019 budget, to 17,054,508,24 euros, then with the signature of the noncompetant person, defendants Zymer Abdullah, who had signed instead of the research unit, had approved the project in question by selecting to repay with economic contracts who were responsible and more expensive than other economic operators for 2,19109 euros.

While, at the moment of reconfirming financial means, it is said that they forged the signing of the main financial official, who had previously informed the defendants of exactly the institution's financial situation, while to make way for signing contracts with economic operators, made decisions contrary to the actual and illegal situation, as if the request for review had been filed without complaints, and at the end knowing that economic operators would not be able to meet the contract within the pre-term due to the financial means, changed material conditions in the company of the Infra building and 2003 operators and, by signing several contracts with general worth of the euro, the deputy prime minister in the country of Turkey signed the province's parliament with the country's authorate.

By their actions, the defendants according to the Prosecutors have misused the official task and caused damage to Kosovo's budget in many of 12,493,583.97 euros, as well as material and immate damage to other economic operators who, under equal conditions, could apply. Who's Isedin Bytyqi?

Izedin Bytyqi was fired from the post of Secretary General in March 2021.

At the time, at the helm of MMPHI, was Arban Abrashi, who had suspended him from the post of secretary general, Izedin Bytyqi, and the same was initiated in the process of reviewing serious disciplinary wrongdoing.

This was after, according to the Ministry's decision, Bytyqi had returned to work during February as Leader of the MI Procurement Department, Nexhat Krasniqi, acting in opposition to the almighty act of the Supreme Court of Kosovo.

Under this action, Bytyqi also faces implementation of the principle of legitimacy and implementation of the Kosovo Constitution. Failure to implement the judicial decision is the direct responsibility of the Secretary General and relevant institutions, thus violating the provisions of the Republic of Kosovo Penal Code”, the Ministry's announcement said.

Based on the decision, Minister Abrashi had obliged the Secretary General's Office for Bytyqi to be settled in the position “director department” under the Ministry of Infrastructure.

The MI Secretary General's Office is required to make Mr. Bytyqi position Director of the Department based on Adjust (QRK) no. 16/2015 for Internal Organisation and Job System at the Ministry of Infrastructure”, the decision was said at 2nd.

But, a day after this appointment, Kosovo Ministry of Internal Affairs Minister Agim Veliu had cancelled Abrashi's decision to sack Bytyqi and also the appointment of new Secretary Zymer Abdullahu.

The most powerful, Libron Aliu had found him as secretary, but after a few weeks he had fired him, naming Serves Spahiun as secretary.
