VV and the president met with FES management, the foundation having draft problems for Zajednica

German Friedri Foundation ch-Ebert-Stiftung (FES), has changed the director. So far, René Schlee held this position, while yesterday, Peter Hurrelbrick maintains that position.
For a farewell meeting for Mr. Schlee and a welcome to Mr. Hurrelbrnk, both have been welcomed to the offices of Vetevendosje and the presidency of Kosovo.
FES Foundation, nOn January of this year, he published the draft Serbian Communist Association status.
During the presentation of this draft, many prominent figures of the political scene, opinion and civil society in our country had participated.
From the ruling party, Vetevendosje, Sami Kurteshi and Alban Krasniqi, husband of Justice Minister Mrs. Haxhiu Albulen.

What is contained in the draft of the Association statute, drafted by FES?
Made up of 7 chapters and 18 articles, this draft provides for the establishment, organisational structure, relations with central authorities, legal regulation, budget, as well as other aspects of the functioning of this association, including symbols.
According to this document, The association is designed to have its own official symbols, including the coat of arms and flag, which will be designed by the Association Board in line with the Constitution of the Republic of Kosovo and the Law for Local Self-Government.
The statue will be approved by a founding assembly of the Association, composed of members of the municipal municipalities of participating municipalities.
The statue will be adopted by the Kosovo Government's legal act and will enter into force after review by the Constitutional Court of Kosovo.
According to the document, members of this association may be the ten Serb majority municipalities in Kosovo: Northern Mitrovica, Klokoti, Partesh, Ranillug, Gracanica, Zvecani, Zubin Potoku, Novoberda, Leposaviqi and Shtrpca. Membership is voluntary, and each member must adhere to the statute.
The association, according to the released document, will have full rights in the field of local economic development, in the field of education, urban planning, as well as rural.
“Association has the right to have its own budget, bank accounts, property, as well as to engage in financial transactions”, also said in the draft state introduced by Friedrich-Ebert-Steftung.
One article also speaks of the objectives of Association, which, it says, are: strengthening local democracy, facilitating, financing or promoting activities that advance civic participation and democratic practices, as well as representation of important interests for local democracy.
The draft state reportedly will exercise additional competencies, which can be delegated by the central authorities, in accordance with the Constitution and Kosovo laws.
As far as the organisational structure is concerned, Article 6 predicts that the Association will have -- the Association Assembly, the Chairman of Association, the Vice Chairman of Association, the Association Council and the Board of Association.
Article 15 envisions that association be engaged with Kosovo's central authorities in exchanging information, in the spirit of promoting democracy and multiethnicity, based on Kosovo's legal system.
As far as legal regulation is concerned, Article 16 predicts that the Government of Kosovo -- through a judicial act -- grant the Association legal subject status.
“This includes the right to possess active and real estate” and to “the co-ownership of societies that provide local services within the scope of the Association”.
The spending of association is to be subject to audits by competent authorities, including Kosovo's General Auditor.
According to the document in question, the association will be funded by its members' contributions, revenues from services provided by the Association, its playable or real estate, transfers from central authorities, grants, donations, as well as financial support of associations and other organisations, domestic and international, including the Republic of Serbia.
According to the draft state, the association will be excluded from obligations and taxes in achieving its goals, in the same way as participating municipalities.
The government and the Kosovo General Auditor's Office are designed to have access to the review of the annual Association budget before it is approved.
VV before the FES Association draft was published: We oppose association on ethnic grounds
Prior to the release of the draft state draft, in January 2023, officials of the ruling party, the Vetevendosje Movement, had met with Mr. Schlee, the director of FES.
In the communique sent to the media, it was said that at this meeting “the LV position [ Vetevendosje Movement] was reiterated against establishing an association and any other agreement on ethnic grounds”.

Enver Hasani for FES draft: municipalities return to Serbia's agency within Kosovo
Former head of the Constitutional Court, Enver Hasani told Express in January 2023, that the version proposed by FES gives the executive executive autonomation.
According to him, with this draft-Statut, member municipalities change a Serbian agency on Kosovo territory. There are several other issues he has detected as problematic in the document published yesterday.
Hasan stated that this document creates more concerns than relief for the skeptical part of association.
I've read carefully the draft of this statue yesterday, and I've heard its public protection from its relevant acts. I think that his presentation and the draft of itself have caused more problems and anxiety in the majority population than any relief”, he said.
According to Hasani, in draft- The statue speaks of an entity that has autonomous capacity for decision-making in the spheres, whose competencies, in majority, belong to the country's central authorities.
This is about the fact that its provisions speak of a legal entity by public law, which has full capacity and autonomous capacity for independent decision-making in areas that are presented as the scope of its scope in the future. Those spheres include, in large part, competencies and authorizations belonging to central authorities”.
The former chairman of the Constitution lists some of the defects that, according to him, have been proposed for the Association Status, which FES has made.

This implies that the Assembly, defined as its supreme body, is conjuctural and dominated by the will of narrow interest groups, not by the vote of citizens living and operating in the member municipalities of the Association; eventually, Serbia's role and position has meaning at the level of local self-government, but not at the level of representation of member municipalities, which with the Stats changes as an agency of Serbia on Kosovo territory<1>, says Hasani./Periscopi
