Suspicions of lecturing Funds for NGOs at Rashit's Ministry

A signal that was part of the commission to assess the public call for the financing of NGOs in the Ministry for Returns, through an e-mail has denounced misuse of public funds calls. Another 21 complaints have been filed. Amazingly, for NGOs who were rewarded in this case, the ministry led by Nenad Rassic [...]

I've been warned about the results of their assessment when they came up on the ZKM website. There I have found very few known communities working organizations, and when I checked them in the public registry of NGOs, I have found only 3 that have a base in the community, according to information in the statute announced there. I asked for legal opinion from the Legal Office for the possibility of canceling a competition that shared state tools in this way, and I was informed that only the Ankes Commission can cancel this competition. When I realized on Monday that the commission won't cancel the competition, I have news that I can't continue working with the Office on Community Affairs”, so she publicly denounced a relative to Prime Minister Albin Kurti's Office of Adviser Elizabeth Gowing.

It's a call for over half a million euros.

She left the office within the prime minister's office, but said she would continue co-operation with him.

Even in September last year, he had reported on allegations that had been raised, yes, for a fund for NGOs of 200,000 euros distributed, but by Prime Minister Kurti's office.

The National Audition Office also found violations in these funds. According to the audience, during the assessment of apps for NGO projects in three cases of 71 thousand euros the beneficiaries had not met the specific criteria regarding evidence that they are not in process of extinction and deregulation.

And for support of the Nongovernmental Organisations in Insider's editorial has denounced a beacon who has raised doubts about how the state ark money was distributed by the Ministry for Return and Communities now headed by Nenad Rassic.

“Minister Rassic has had direct impact on how NGOs will be rewarded with one million euros, because there are NGOs on the list that will not pass administrativeally, there have been NGOs that have applied with half the documentation, I am a personal witness and later overnight. Hand over the document”, says this beacon.

In a written response to Inseyder, this minister has flatly denied the involvement of Minister Rassic in this call for NGO support.

The call was announced in May this year, until the results were published at the end of July. There were 57 listed. Benefiting NGOs. But, surprisingly, in this public announcement it has not been noted how much money each one received from the beneficiary NGOs. In the last address book, only percentages - how many of them each have met the documentation requirements. Neither turns out to have fulfilled 100 per cent of the criteria, but most of it is 79 per cent, and at least 51.80 per cent.

The signaler, whose claims have been asked by the ministry to comment, but has not come forward, claims that “during the work of the commission where it had to allocate one million euros, from the minister's cabinet Rassic, we are told to leave 300,000 euros out of the planned million and that, with the fate of those money, the minister's cabinet” will be placed.

For this reason, according to the signaler, the minister's <x0-cabynet ordered that the amount of money received by NGOs not be publicly declared”.

They also denied it at the Ministry of Communities and Kthim in responses sent to Gazette Insander.

The signaler has also claimed that there was no legally established commission, but in an answer to the Insander Journal by the Ministry for Communities and Kthim, via email they have submitted the decision to establish the commission that has made Vedat Mazhun, deputy secretary general in the ministry.

From documents that the Ministry for Kthim and Community has given access to Gazeta Insideder that the commission that came to the selection of these 57 organisations consisted of leader Ivan Savic Egzon Dedinca, Zgjim Isufaj, Avdi Podvorica, Milos Savic and Devole Topciu as a reserve member.

The rating report was signed only the first five.

21 complaints, all rejected by Rashic's ministry

For this call for financial support from NGOs, according to documents the ministry itself has sent to Gazeta Inseder applied 730 Different NGOs.

From this document it turns out that, according to the Ministry, 73 of them haven't passed the 51th end of the application, or as it turns out in the document, have failed to deposit the applicant, which is one of the main requirements of”.

Of these organizations, whose applications were rejected, 21 had decided to file complaints.

The ministry, led by Nenad Rassic for a few days, had stolen all the complaints and, surprisingly, decided that they are unfounded.

The final list of 57 beneficial NGOs has been announced by the Ministry on July 27th, 2023. Although they have several weeks in the middle, both lists, such as the final and the preliminary, do not distinguish anything from each other. They're the same beneficial NGOs as the same percentages. Both lack financial value as much as each NGO has received.
