Subventions for house isolation, beneficiaries will receive money after investing ends

Great concern by citizens has put the application for the public call “close five days earlier Implementation of energy efficiency measures for individual residential homes”. Despite this call being closed prematurely, no legal offense is considered. Thus states, Conjuhi Begin from the Kosovo Energy Efficiency Fund (FKEE). Although citizens should start investing with their money and eventually be subsidised.
Through this project, which will benefit some 2 thousand families, beneficiary citizens will have access to a subsisting of the earthquake of the outer walls, of the walls, and of the changes of windows and doors outside for 45 percent of investment value, up to 5 thousand and 500 euros.
Konjuhi says the first approval papers have already been issued by the Kosovo Energy Efficiency Fund, and they will constantly be issued to citizens on the basis of applications, their turn.
Among other things, Konjuhi said that in the first 13 days of the call, over 2 thousand citizens with reports and hundreds of others without an audience report have applied.
“Citizens in the first 13 days have managed to have more than 2 thousand applications reported to the audience and hundreds of others without a report of the audience being placed on the waiting list... Citizens during the application have also noted the value of their investment, which has been precalculated by audiences, and has automatically become the separation of 45 percent, which is to be subsidised by the Fund. In this form they have been accumulated 45 per cent for all applicants, and at the moment of reaching the budgetary quota, the application automatically” has been shut down, Conjuhi says.
Although the call for application was closed earlier, Konjuhi says it is no legal violation.
“On this call is specified that the Fund preserves the right to close the public call before the date specified if the budget quota set for this public call is reached”, Konjuhi follows.
The beneficiary citizens will have to make their own investments, and then, if they have respected the conditions and after verification by the relevant commission, they will receive the money from the subsidy.
All citizens after applying must expect an answer from the Kosovo Energy Efficiency Fund. All those applications that are in order receive a first letter of approval to sign and return to the Kosovo Energy Efficiency Fund. The moment these citizens get the green light that they can start the work, then they have up to six months to perform these works. When they consider that they have done the works, then they call on the Fund and send out all documents that are required on the basis of public call, that testify to the performance of these works, then the Kosovo Fund for Energy Efficiency sends for verification of their teams, to see if these works are done as the citizen applied, and for what he received the pre-accession letter. If the Commission estimates that these works are conducted under this agreement, then the dissemination procedure” begins, Conjuhi says.
Asked if the number of applications that have started to get the first results, Konjuhi says there are still no specific values, but adds, that the first applied ones have started to receive the first letters of approval.
“I cannot say specific values how much they have managed to obtain confirmation for the reason that the Commission is constantly working on the principle that is defined in the public calling that citizens who have applied first and meet the criteria get the first response. But the first approval papers have already been issued by the Kosovo Energy Efficiency Fund, and they will constantly be issued to citizens on the basis of applications, their turn”, Konjuhi says.
The FKEE will provide a 45 per cent subsidy of investment costs, limited to the amount of 5 thousand and 500 euros, for implementation of energy efficiency measures. The amount of subvention depends on parasma and paragara approved by the FKEE, on measures which the energy audience previously confirmed in the audit report.
The basic criterion of this subsidy was for the home to be habitable, and in 21 of the last 24 months, it has electricity consumption of at least 250 kilowatt hours per month.
