Except for the Civil Initiative and Reference Law, no one else!
No administrative directives as a sublaw can download or organise local or national elections.
The government as an executive organ cannot provide guidelines for implementing the provision of Article 72 of the Law for Local Self-Government? Because it's an intervention in the free vote!
Neither does the CEC have the right to referendum, where questions about the removal of mayors are formulated.
Only law and no one else can ask such a question!
