In an interview, Berisha has until he has shown the reasons for the government's recent decision to postpone this deadline, says that procuring public procedures were due to this.
He has stressed that all necessary preparations have been made to begin with the census in November, including the establishment of municipal commissions in most municipalities, except the northern ones, which he added they expect the mayors to start with these preparations, so that they can make proposals for commission members.
Berisha said that a large portion of the census budget during 2011 was provided by donors and needed organisation's commitment U n NPOS, but this time no similar agreement was possible.
He said the census will begin from November 1st with a month-and-a-half duration until December 15th of this year.
Our “preparations started in October of last year, but seeing a very short time, so when the decision was made, at the end of September last year so that the census could begin on September 1, 1923, we started with all the activities, where part of them were made. However, seeing public procurement procedures that are prolonged because of contracts that have over 500 thousand values, which are considered high values, we proposed that these procedures be developed with an understanding agreement through the ONOPS, as has been practical in 2011. But we spent several months reaching a deal, and in May, we got information that's not possible. Then, after a better preparation, in June, we asked the prime minister to give us time for two months for the most successful and comprehensive census... From September 1st, now November 1st of this year, lengths for preparations for two months, while on the ground will remain the same from November 1st to December 15th of this year”, Berisha claims.
Berisha shows the preparations that have been made for population registration, including all citizens of all communities in Kosovo to respond positively to population registration.
Speaking of the way the census is recorded in the northern part, Berisha expects the current mayors to make proposals for commission members. He adds that the census will not remain hostage if deliberately called for boycott.
“We have established long-term municipal population registration commissions at the end of February, except for the four northern municipalities that haven't been created, it has now been called after the current chiefs, that they make proposals for commission members, and soon the Central Commission will also make decisions for the creation of these municipal commissions in four northern municipalities...04:50 We have an optimistic approach and we hope there will be no unrest, we will make it impossible for the citizens's encouragement, all communities to respond positively to population registration... We will not remain hostage to the Kosovo population census if any calls for boycott” are made deliberately, Berisha says.
He says that the census has had contacts with various communities.
“We with our measures, with our own options, have made the announcement of interest to nongovernmental organisations, which eight out of ten organisations have allocated a fund of 120 thousand euros, with eight of them being from communities, all of which are included in the Serb community to make sensors to be the greatest involvement in population registration... And the biggest losers are the very ones who do not respond, for the reason that in the absence of these indicators they will not have access or benefit from Kosovo Government funds for improving their lives”, says Berisha.
In addition to making all necessary preparations, Berisha says that this year they have reduced their vacations.
By the beginning of July, we have reduced vacations. For any official who's not really involved in the census, we've limited him to five days' work, and managers including me have no breaks. We have given up rest this year, only to make a more successful record”, he said.
