Paparacy: Familys and judges associated with Vjosa Osmani released Ridvan Muharremi from custody

Paparacy.com has found that the decision to release the three suspects for the state reserve scandal was composed of Aferdita Bytyci in the quality of College Speaker Kressnik Radoniqi, a member and Ferit Osmani. But who are the judges in question, and what is their relationship with the country's first, Vjosa Osmani?
Aferdita Bytyci was formerly chairman of the Constitutional Court in Pristina, while now advanced and is part of the Court of Appeals. This college consisting of three judges (where two can overdo one member), have released today the two MINT directors suspected of misuse of state reserves and government sexist Kurti, Ridvan Muharremi, suspected of misusing over 600 thousand euros in the case.
Businessman Ridvan Muharremi along with the two MINT officials had been arrested two weeks earlier by the Kosovo Special Prosecutor following investigations and suspicions that they are involved in misusing hundreds of thousands of euros with state reserves.
On August 19th, the prosecution had ruled for 30 days in custody of Ridvan Muharremit, Irfan Lipovica and Hafiz Gara, all three of whom had allegedly misused the state budget regarding state reserves.
Nearly two weeks after the three suspects' detention ruling, the Court of Appeals rejected this ruling by releasing all three suspects from custody. However, this becomes suspicious considering the makeup of the college of judges who made that decision.
With the approval of defenders' complaints, defendant Irfan Libovica., av. Duration Osmani and av. Feim Alaj, Haviz Gara, av. Bekim Kelan and Rodvan Muharrem, av. What are “Ridi” and others” suspected?
The Special Prosecutor of the Republic of Kosovo has said that in addition to the illegal procedure that has been followed in the purchase of state reserves, there are other violations as paid goods have arrived in Kosovo.
According to the Prosecutor's file, which was published by the “Justice Trust”, despite the payment of money to Turkish and Polish grain companies, oil and sugar in Kosovo have never come 200 thousand liters of oil, 120 thousandkg of sugar and 52.5 tonnes of wheat.

In the prosecution's file, businessman Ridvan Muharremi reportedly was the key person to have been negotiating with economic operators for the purchase of wheat, oil and sugar.
Muharrem helped two MINT officials break the law
Ridvan Muharremi allegedly was illegally assisted by Irfan Lipovica and Haviz Gara, creating conditions for negotiating with Turkish and Polish companies for buying wheat, oil and sugar.
According to the prosecution, Muharrem was the key person to negotiate the terms of contracts with economic operators for the purchase of state reserves.
Always according to the prosecution, Muharrem had negotiated the purchase of 10,000 tonnes of wheat from Turkey at the price of 4m 834 thousand and 778 euros.
According to the Prosecutor, Muharrem of these companies had previously had contractual and business reports.
Muharrem was involved in negotiating oil and sugar purchases from Poland, worth 276 thousand euros, but that neither oil nor sugar has arrived in Kosovo.
According to the prosecution, Muharrem allegedly committed the criminal act “of assisting in conducting the criminal act of misuse of official position or authority” by Article 414 concerning Article 33 of the Criminal Code.
The prosecution in rationalising the launch of investigations into misuse of the state reserve warns that in the coming days it will identify other people to be pursued on official duty.
The fact is that the entire procedure to purchase Kosovo's state reserve products for 2022 has been implemented contrary to law and procedures”, the prosecution's request said.
Lipovica illegally asked government to bypass procurement procedures for the purchase of reserves
Irfan Lipovica is suspected that in the quality of Deputy Secretary in MINT, he has exceeded legal authorisations, demanding from the Government bypassing legal procedures for the purchase of state reserves.
The prosecution suspects that Lipovica made this request to limit competition and conceal violation of the law.
According to the prosecution, the government's decision on February 22nd, 2022, was taken on the basis of Libovica's illegal request for bypassing legal procedures for the purchase of reserves.
Lipovica is allegedly illegally forming a Commission for Negotiating the State Reserve Supply Agreements for 2022, with which she ignored the open procedure of public procurement.
Although the commission had been formed illegally, according to Prosecutor Lipovica allegedly bypassed the two members of the Commission and included Ridvan Muharremi in the role of mediator between the Ministry and Economic Operators from Turkey for wheat purchase.
According to the prosecution, despite the fact that the payments had become 100 percent with economic operators from Turkey and Poland, wheat, oil and sugar did not come.
The order of 200 thousand liters of oil and 120 thousand pounds of sugar has not come at all despite the advance payments.
While all the contracted wheat had been paid 4m and 834 thousand and 778 euros until 52.5 tonnes of wheat arrived in Kosovo.

Lipovica is suspected of using the official position” by Article 414 of the Penal Code.

Like Lipovica, Haviz Gara allegedly, as State Reserve Department Director, has overstepped legal and illegal authorisations has demanded through request by defendant Lipovica to bypass procurement procedures for purchasing goods for state reserves.
