The municipalities of the Republic of Kosovo are entering the second year, with problems highlighted on the website. It's even the second week that the Web sites are not working at all on publishing documents, which is penalising municipalities that are reporting on the international platform of the Performance Grant.
These concerns, the College of Officials for Communication with the Public in the municipality, have filed several times with the Ministry of Management of Local Power and the Information Society Agency, but no solution has been made, and municipalities are taking the burden of failure without their blame.
The municipalities are constantly facing problems if the site doesn't function, and there have been cases when, if not functioning, most of the documents have been lost and it is hard to identify lost documents.
Most of the indicators in the Performance Grant that measure municipal transparency have to do with the legal terms of publishing various documents.
Public Communication officials in the municipality are considering the possibility of not reporting at all on the 2022 Grant Performance platform, as all are penalised because the majority of indicators in this Grant have to do with publishing documents.
The municipalities are also being penalised not only in measuring for the Perofmanca Grant from MAPL, but also in all the measurements of NGOs, by foreign audits, citizens, media and in any other dimension that concerns municipal transparency.
This is the second year, when officials in charge of publishing documents have extremely difficult and many times they're not even functional websites, while the government has never dealt with this problem despite being under their management.
Officials in charge of publishing documents, have high responsibility in maintaining them and thanks to their dedication, most of the municipalities in their assessments, both from the central level of performance grants and from civil society and the media, have a very significant advantage in transparency, especially after the unification of pages with the government programme, but now without their blame, the municipalities in the Republic of Kosovo will be penalised in measure of performance.
These concerns have long been raised by the College for Communication with the Public and the College of Municipal IT Officials within the Kosovo Communist Association, but so far no will has been investigated from the central level to solve this problem.
