Currently, he is director of the Pension and Invasive Insurance Fund Directorate, which operates under the Serbian system. This very institution is located at the contestive facility in northern Mitrovica. The director of the Fund known in Serbia as Pio is Milan Radojevic, also from the Serbian List. Three other Serbian institutions are located in this building: The Office for Kosovo in the Government of Serbia, the Centre for Social Work from Vushtrria and the Administrative District of Kosovo Mitrovica.

In addition to Sivoli and Radojevic, other Serbian List officials have positions in Serbia's institutions. For example, the chairman of this party, Goran Rakic, is director of the Public Company “Standard” and is also employed at the University of North Mitrovica, which operates under the Serbian system.

This law was enacted in 2016, after which the Kosovo Agency for Comparing and Verification of Property, whose mandate, among other things, is to resolve property issues that have been with Serbia until June 1999.

The Serbian list has opposed this law and has demanded that the Constitutional Court declare it unconstitutional. However, that did not happen.

How do Serbia's institutions operate in Kosovo?

Serbia's institutions have continued to operate even after the end of the war in Kosovo in 1999, while those in the southern areas of Ibri have moved to areas where Serbs live.

For example, Serbian institutions that have been operating in Pristina before the war are now located in Gracanica -- one of the six municipalities south of Ibër.

They operate mainly in private items, which, meanwhile, have been renovated by Serbia, with its budget.

On the other hand, in the four municipalities in northern Kosovo, northern Mitrovica, Leposaviq, Zvecan and Zubin Potok, there are institutions of Serbia that work in the same objects they were in before 1999.

Kosovo and Serbia, for more than a decade, are in talks on normalising relations, under the European Union's mediation. But on the property issue, the parties have completely opposite positions and have not yet reached any agreement on it.
