For six months over a thousand and 200 domestic violence cases, RGK estimates the sentences are low.

Between January and June and the end of June, 188 cases of domestic violence have been reported, while the number of victims in these cases is 124. According to the Kosovo Police of this number of victims, 1169 are women and 295 men. Police have confirmed the Online Economy through an answer with [...]

Police have confirmed the Online Economy by means of a written answer during 2022, there have been 2,674 cases of domestic violence. The number of victims in these cases was 208 victims, of them 2 289 females and 519 males.

While Adelina Berisha, from the Kosovo Women's Network, said that from research they have done this year, over 68 percent of women have claimed to have experienced some sort of violence during their lifetime. According to her, although the number of reports of violence has recently increased, those figures still do not show reality.

Berisha said that in increasing the number of reports of violence, campaigns of women organisations and their contact directly with women have affected them.

We think that even though this number of reporting has increased, it still doesn't tell the reality. It's a bigger number of women who experience violence and who don't address institutions unfortunately. This year we know that from our research around 68 percent of women say they've experienced some form of violence in their lifetime and that if we see them again within the years, we have approximately 2,000 reported cases. Still we don't think it's going to spread reality, we're happy that reports have increased because they made us realize that our women are more conscious and do not tolerate violence”.

I think the campaigns of women's organizations had an effect here, and this direct contact with women so that they would be aware of the rights they are entitled to and not tolerate violence anymore. Although this number has increased, the number in reality is far greater than the one reported to the institutions”. Berisha stressed that all institutions will have to stay behind the legal framework, considering that Kosovo has a good legal framework but that, according to her, it is not respected. The “should have access as the legal framework requires, because this too has often been the reason why women, even if they've been directed to institutions somewhere between the streets, have been pulled out. We've often seen from our research that as many as we have a good legal framework because in that legal framework we've been engaged in civil society through our commentary, through our recommendations. Again, when it comes to exasperating, we have a deadlock, we have a mentality that prevails in representatives of institutions that is a patriarchal co-sensive mind, and therefore often tries to minimize violence, try to blame victims, try to make the first report of the reconciliation of people who are in conflict, who are not in the mandate and office of police and centres for social work. All institutions have to work for the benefit of the victim, protect him and rehabilitate him, and create opportunities for integration into society”, she said.

She said the tendency to reconcile couples who are in conflict with the police or from the center for social work, in cases where couples are in a violent relationship, she said, have often led to genocide and often even to murder.

She added that in cases of low penalties against the bully, a violent message is given, and according to her, minor sentences encourage others to resort to violence.

We have often seen from facts that have led to genocide in even the most serious acts of domestic violence, which have often led to murder. Because the traitor of violence saw him fail to take into account his wife's reporting, he has also felt empowered by this legal vacuum to carry out the work he has been aiming to perform. We have several cases that have fatally reflected precisely because institutions have failed to protect the victim, believe it and the violent fraud to put money before the bars”, she said.

While Kosovo police through e-Mali have told online economy that police approach to prevent domestic violence and the handling of cases seriously has caused reports of violence to increase.

According to police, cases of domestic violence are handled in close co-operation with the Centres for Social Work, Victims Protectors and the Laws.

Kosovo's “Police have since its establishment addressed cases of domestic violence with due seriousness. Over the years, police have also carried out self - awareness campaigns on the consequences of domestic violence, constantly assuming that violence does not stop without reporting without being handled by competent organs. The cases of domestic violence are sensitive cases and the approach of police to domestic violence is like preventing violence on one side, as well as dealing with the most serious cases, has resulted in such cases being reported more frequently, among the years”, the police's response reported.
