The country's prime minister, Albin Kurti, has declared today that the proper way to declare elections in the north is through petition.
While the Ministry of Local Power (MAPL) has allocated the task force for drafting Administrative Direction for setting out procedures for citizens' initiative to evacuate mayors in the north.
But what are Petition and Administration Guides?
Legal Affairs Knower Mazum Baraliu, in a proposal given to “Gazeta Blic” said Petition and Administrative Guide are the same.
Baraliu said the petition is one of the models that gives you the opportunity to go to the polls.
Administrative guidance and petition are the same. Request or petition is one of the models that gives the opportunity to go to the elections, but to be implemented there are several degrees or procedures. The first should be made request by 20% of the electoral body, it then addresses the head of the municipality's Municipal Assembly and then takes it to the CEC. The Central Election Commission then brings up the voting issue, and from that 20%, 50% plus 1 must vote in order for the mayors of those municipalities to be dismissed”
He then added that the Administrative Direction is completely unnecessary.
Baraliu said it should be asked the prime minister why it went to the elections in April without that instruction.
This is talking about an Administrative Guide, which is completely unnecessary. The question should be asked to the prime minister and this Government why in April you went without this Administrative Guide, why even other times you went to the local or central level, whether in extraordinary or premature elections without this, but with this provision that is in force and which is then, “Nani 72 of the Law on Local Self-government”. They don't seem to have enough co-ordination. - MAPL) but also petitioning Administrative Guide has to do with a model or approach to the election” Baraliu said.
Prime Minister Albin Kurti said the proper way to go to early elections in the north is using Article 72 of the Law for Local Self-Government.
“As far as early new elections are concerned, we have said from the beginning we are not satisfied with the release of citizens in this year's April 23rd elections and what they learned as a 24th percentage tomorrow. So we've offered the possibility of having early elections, but of course we want the situation, in which we will again have boycotts of participation in the elections, whether as a vote or as a run-off. We think the right way to do this is to use Article 72 of the Law for Local Self-government, which envisions the possibility of 20 percent of the electoral body emerging and express their will to cut off the mandate of the current chairmans” said today Kurti.
