The war in Ukraine and inflation that caused the pandemic COVID-19 forced the state of Kosovo to secure state reserves of basic food products, including wheat, food oil and other products.
At the request of MINT, Kosovo's government on February 26th, 2022, made a decision to exempt from procurement procedures the supply of state goods reserve products.
Five months after that decision, according to audio recordings published by the Nacional newspaper, allegedly started misappropriations on state reserve goods.
In published audio recordings, according to the conversation held among MINT officials it is understood there were doubts that an amount of wheat in the amount of 9 tonnes of wheat was missing. The value of wheat missing according to conversation turns out to be about 6m euros. Similar doubts have also surfaced about oil, which allegedly did not come to Kosovo at all.

Certificate Enver Hajrullahu, who works in the Ministry of Trade and Industry, has reacted after publishing the recordings by the Nacional newspaper.
Hajrullahu, who in the recordings speaks of the great pressures of signing the wheat's admission even though nine tons were missing, has made it known that the recordings were not made by him. He said he's not even National's source.
In a Facebook post, Hajrullahu wrote that he had no intention towards any official, but has taken care to respect legal regulations and procedures.
“Today, a video is published on the National media.com, as a protagonist of that video I am. I would like to announce that these audio recordings have not come from me, and the same was done in MINT's spaces, respectively, at one of the financial department's offices, not knowing that such a recording is happening, and I'm not the source of the medium in question. This conversation took place approximately at the end of July 2022<18x1>, Hajrullahu wrote.
About these audio recordings has also reacted to MINT, calling libel reporting for irregularities buying state reserves, such as wheat and oil.
“The Ministry of Industry, Intervention and Trade (MINT) explains the public opinion that, the rumors used in broadcast audio-inciphers are biased and untrue, alluding to misuse of the State Reserve and serving a political cause aimed at damaging the most sensitive process for state protection and security, and, more importantly, deigning the image of Minister Roseta Hajdari, lowering its reputation and public image”, the report says.
Minister Roseta Hajdari, today, has filed charges against the National newspaper, saying that continued slander attacks, insults and lies should not be allowed to turn into something common, because the damage to public opinion may be extraordinary to our society.
The failed attempts to affect my integrity and dignity, through some audio-incisions, but also by giving myself the right to slander, blackmailing and disseminating false information, will get epilogue in the organs of justice.
Therefore, to this end, I have handed over indictments to the Constitutional Court in Pristina against National Gazette, journalist Berat Buzhala and MINT official Enver Hajrullahu.” she wrote.
The recent reports at MINT, those of VV chief deputies and former Serbian MP Slavko Sibius have sparked numerous reactions of opposition and civil society in the country. /Out of options
