6 steps to move towards strengthening Kosovo as state
1. Interparty conflicts should be used to promote debate, emancipation, democratisation, respect for the rule of law, not block political life in the country.
2. Social groups' conflicts should be used to make better laws, not worse states.
3. Conflicts between powers must be used to strengthen institutions and the rule of law.
