Initially, in July 2019, the Ministry of Infrastructure, which was led by Paul Lekaj, had signed a contract called “The routine and winter maintenance of the A7 auto (Ibrahim Rugova) and A6, from the A7 A6 crossroads to the gain in Konjuh, as well as the National N9” route.

The contract was divided into two tears.

Lot 1 had won the company “Famis Co HC” US at a total value of 4,276,744,89 euros and concerned maintenance of the R7 highway (Morine-Gyurga), segment 1-5, key and auto exit.

The second part was won by the group of companies “Damstation Project Project & Via Engineering& Urban”, worth 3,500,654,70 euros, was about maintenance: The Bessy-Gugyca Department, the crossroad of A7/A6 to Konjuh and the key to N2 national route.

The contracts expired in July 2022 in the government of Durmish.

The contracts are made up of several butts, such as throwing salt, removing snow, maintaining the road's body, maintaining water - leaving facilities, maintaining layers of asphalt, signaling, and road equipment, and so on.

It's the position of contract 1.2 called “Regular daily inspections of the autoway, including water draining structures and objects”. The fee for it, according to Durmish, has been made 900 thousand euros, while the entire contract has been 4.2m euros.

Basically, there's a car that's been hired that's been inspecting the work, and as you know, Periscope, these inspections have been done several times a year, which is paid for by a staggering amount of money.

But this isn't the crime that was done in this contract. From earlier reports by Periscope, Durmish is trying to cover a scandal in the other contract of this tender, tear 2 involving the Bessi-Gyurge segment, the crossroad of A7/A6 until Konjuh, and the key to N2 national route.

What did Periscop find in this contract?

The company for tear 2, had signed contracts with the ministry in 2019, at the post of asphalt, offered 0.5 cents per m2, as the market price was about 5 euros.

Since the road was not being asphalted, Periscope had published a writing that the same company had managed to win a tender for road maintenance, even though it had not completed the preliminary contract.

Furthermore, the management led by Mr. Dumrish has made the technical admission of the road, without completing that position, even previously issued references to the company so that it could win the tender again.

Periscope has found that the Ministry of Infrastructure, which is led by the deputy minister, Hysen Dumrish has issued references to the work done, to the company “Demastion Project” on the date 03.03.2022 , for the performance of the works, still without the contract being completed and several contract positions being completed. 

Also, except that reference has been issued to the contract that has not been completed, Periscopi, has two processes of technical acceptance of the work on this road.

The law does not know “Reference”, but is certificate for jobs performed

So, expressly, the CAPP has said that contracting authorities cannot set as criteria, demands for jobs done, but the final report on performing works or with certificates for carrying out and/or satisfactory completion of projects.

In the document issued for Reference, the signing has been dropped by former Ministry Secretary Izedin Bytyqi and the Director of the Road Infrastructure Department, Rame Qypeva.

Ministry laboratory confirms paved asphalt is off limits
