The 3m and 799 thousand-euro tender was canceled by the Tender Court for several violations of the Procure Law. The main blame for the situation is the government, according to former Deputy Interior Minister Valdet Hoxha's assessment.

As security affairs connoisseur Drizan Shala raises suspicions that with the tender he has attempted to manipulate through companies, procedures have become zero.
“This is proving the fact and the argument that under this tender we have to deal with criminal elements because the winner has been cancelled by manipulating with relevant materials and then further by the decision of the OPSH, has become a re-evaluation and has returned to the first operator to win the tender, we should be considering that we are talking about something essential such as the bulletproof vests that are necessary, the vital”, highlighted Drizan Shala, a security researcher.
