Farm: Administrator's leadership does work in the north, the process will remain in Serbian List Vuccikis' hands

Former Local Power Management Minister Sadri Ferati says the administrative instruction of the Kurti government for elections in the north is welcome, but according to him is not the proper form for the situation in that part to calm down. Ferati points out that you should proceed with the resignation of the mayors, since, in any other option of [...]
Ferati emphasises that it should go with the chairman's resignation, since, according to him, in any other option to go to the elections, the whole process will depend on Serbian President Vuciq and the Serbian List.
The Administratorial Direction is welcome to show and facilitate procedures. This is in accordance with the Law on Local Self-Government in the article where it says in which cases the mayors can be dismissed”, Ferati said.
As far as the situation is concerned, I am an educator who should have a collaboration with the mayors, go with the mayors' resignation, and it is a better option than this directive, because the whole process then depends on Vuciqi and the Serbian List. So no influence will ever again have Kosovo's Pristina or central institutions”, he added.
Ferati also spoke of withdrawing police units from the north, which is taking place slowly by Prime Minister Kurti. According to him, in those parts of the north, they should not remain police units that are unnecessary.
“I think all those unnecessary police units don't need to stay, but must stay units guaranteeing security for citizens in that section”, Ferati told Blic newspaper.
Otherwise, Local Power Management Minister Elbert Krasniqi has provided details about the procedures for the resignation of four mayors in municipalities in the north.
He has clarified that the established task force must finalise the Administrator's Project and proceed by September 1st of this year, claiming that this will apply to the whole country and not only to the north.
He has clarified that although they had initiated changes in the Law on Local Self-Government, it was not possible because 2/3 of the votes of communities were needed.
Krasniqi added that the resignation of the mayors cannot be sought but that it should decide with legal mechanisms, as is in this case the petition.
The Local Self-Government Law has many shortcomings and there is plenty of room to correct this law to meet, change and operate local governance, and the local government report with central governance. You know we've initiated law enforcement, we've made some proposed changes, but it's not put in the vote, because it takes 2/3 of the votes, even of communities”.
This has exposed us to the situation where we should look from this local self-government Law basis to see what those administrative guidelines are that as a minister we have the capacity to develop and then clarify different positions in this law. Finally, we have begun the administrative instruction on procedures as organised a petition in municipalities where there is demand from citizens for the removal of the mayors. This stems from the Law on Local Self-government Article 72, and now we have formed a professional working group from the athletes involved in local governance and see what their work will be”.
The subx0> Group has one month to make the draft of this administrative instruction, to complete public consultations, and then to be one of 1 examples as admirative guidelines in which citizens can refer to the purpose of organising petitions for the departure of the mayors, but what is very important to mention is not administrative direction for Kosovo's north is an administrative guide that comes from the Law on local self-government, and one such thing tomorrow the citizens of Lipjan can use to exploit them in the report with the mayor's leadership and removal of the municipality through a (4)1->
I am very convinced that the working group will be very professional and will work carefully on this administrative direction. As for leaving the mayors, I believe the mayors have won a warrant. Their departure from the mayor's offices is legally defined and the resignation of each mayor cannot be sought by any other institution or by any other authority because the mandate is personal and the mayor has won that mandate. The demand for the mayors' departure or the resignation of the mayors is Serbia's request, and I do not want to comment more”.
“I cannot talk about the Serbian List, but what I can say about the current situation whatever they do and think is never good for the Republic of Kosovo and the democratic institutions of the Republic of Kosovo. We have legal elections organised in the northern Republic of Kosovo, based on Constitutions and application laws. We know that these elections have produced mayors with low citizens' support, but still that is the mayor of municipalities that stem from free votes. The obstacle to participating northern citizens of the Republic of Kosovo in the elections is from Serbia, and this Serb and its institutions that I have available to prevent Kosovo's democratic development will continue forever. For that we need to focus on our work, we need to focus on democracy in our state and strengthening our state. Administrative guidance is there, administrative instruction will provide certain procedures, but administrative instruction is not something that defines each position beyond what is the authority of local governance”.
We remember that, on July 10th, Kosovo has reached agreement with the EU on lowering tensions, and the holding of new elections in the north has been involved.
Kosovo Prime Minister Albin Kurti has said that the election cannot have without full extension of the situation in the north. The EU has called for elections in the north to be held in the shortest deadline.
