“The State Reserve Department request is approved by the Ministry of Industry, Trade and Construction, which is to enable exemption from procurement procedures for products of the State Reserve of Goods, classifying the contract subject as secret”, the document provided by Paparaci says.
In addition, the decision reportedly says MINT is obliged to implement this decision, which has the signing of Prime Minister Kurti.
The procurement law aims to ensure the most efficient, transparent and fair way of utilizing public funds, as well as all other sources of contracting authorities in Kosovo by specifying the conditions and rules that will be implemented, procedures that will be respected, rights that will be respected, and obligations that will be met by persons, economic operators and public organs that develop, included, participated, or interested in, procurement activities or involving or dealing with funds and/or such sources.
Disfellowshipment from procurement procedures for supply of products from the State Bank of goods, exploiting nontransparance, has enabled Muharrem to make waves with the purchase of oil and wheat that was destined for Kosovo, which was allegedly never there.
Nationale had recently published a wiretapping in which two ministry officials talked about the relationship. They also mentioned Ridvan Muharremi, a relative of Prime Minister Albin Kurti, who at one point also referred to as “driver”.
The Polish company from which oil was purchased for the State Reserve, which allegedly never came to Kosovo, was called Xanto and had not been notified.
