Otherwise, on 10 July in Bratislava chief negotiator Besnik Bislimi and EU emissary Miroslav Lajcak agreed on four steps to be followed to reduce tensions in the north. The first and second steps involve reducing police in and around municipal buildings.
The first reduction of police officers took place on 12 July, until yesterday the Kosovo Police announced that the removal of 25 per cent of the other police will take place.
Kosovo's “Police in the continuation of its constitutional and legal tasks and authorisations in the interest of public security in the country, as well as in order to implement the agreements reached in Bratislava on July 10th 2023, between the European Union and the Republic of Kosovo, precisely opening two of that agreement, in this case the working meeting between the Kosovo Police, has been held. EULEX and KFOR for assessment of the security situation, in and around the municipal buildings of the northern municipalities. According to common assessment, by Kosovo Police, EULEX and KFOR, the security situation in and around northern municipal facilities, are estimated to be good. In the sense of this joint arrangement, tomorrow begins reducing members of the Kosovo Police for 25%, in and around municipal facilities in the north”, police have announced.
Svechla's post was distributed to Titter Deputy Prime Minister Besnik Bislimi.
After the Bratislava Agreement, there is a reliable process towards de-progression. The situation is calm now and several weeks ago, KK, KFOR and EULEX jointly confirmed yesterday. Kosovo is fully respecting its commitments from the stake. & believes the other side will do the same”, he said.
Due to developments in the north that have been in tension since May of this year, the European Union has taken punitive measures against Kosovo.
Bislimi has said the measures are temporary and returnable, implying that these actions of the Government on the depass plan will affect the removal of those measures.
The July 10th Agreement is between the EU and Kosovo, and aims to implement the EU27 declaration from 3 June. The EU's measures against the Republic of Kosovo are declared temporary, returnable and depending on a reliable commitment to despass”, he has said.
The third step for despassing the situation is holding new elections in four northern municipalities “after the summer season”, while the fourth step concerns finalising the sequence plan for the Agreement towards normalisation.
The situation in the north was tense after new mayors who won the April 23rd elections entered municipal buildings. Lulzim Hetemi has been inside the Leposaviqi municipality since May 29th, while the same has been reported for Erden Attic. Meanwhile, on the other hand, the two leaders from the PDK ranks -- Izmir Zeqiri in Zubin Potok and Ilir Peci in Zvecan -- have continued their work from alternative objects.
