Civil Aviation Director: I'm the target of certain groups since I found misuse

Civil Aviation Authority General Director Bujar Ejupi has reacted after the Civil Aviation Authority Union Union Association has requested his dismissal. Through a Facebook text, Ejupi said the attacks on him and AAC's are taking place after he reported the abuses he had found after being appointed to the manager's position in the responsible institutions.

The Civil Aviation Authority has been the target of attacks by specific groups since I, as director general, have found misappropriations in AAC and have reported them to responsible institutions”, he wrote.

Ejupi said he faces blackmail, pressure and attacks every day.

On the other hand, he mentioned AAC's successes from the time he was appointed to the principal's position. /Insider

The Civil Aviation Authority is the target of attacks by specific groups since I, as director general, have found abuses in AAC and have called them to the responsible institutions. Why are attacks on AAC now taking place and what has happened since my appointment as Director General?

1) AAC along with ASHNA have managed to open airlines with Albania, and overcome all obstacles to opening air space with two new lines connecting Kosovo and Albania. The opening of these lines is expected to be published in Eurocontrol, and the route with Europe will eventually be cut by about 30 minutes on each flight.

2) AAC, along with ASHNA for the first time, will have access to the European system E GNOS, who had been wanted for 10 years. This month, the ESA is expected to pay an inspection visit marking the beginning of the approach of our state to this European service system.

3) Air security cases are being seriously handled in AAC. The investigation has been called for over 110 reported incidents of Radari's collapse, and over 43 energy losses in vital air navigation devices (The case under investigation by KHAIA). At the beginning of this year, we have had a serious air incident in Kosovo airspace, where the system is activated on two planes. T CAS against the match of these two planes in between. The case was reported to KHAIA, and this case will be investigated without obstacles and spared anyone.

4) The AAC has reported breaking the Kerozina tariff law, resulting in over 2m euros in profits from the economic operator. The case was presented immediately by AAC to the PPP commission, as immediate steps are required to prevent the breach of multi-year law in ANP. The AAC has for the first time addressed market openings and signalled misuse with the monopoly on selling the Kerozina at the airport.

5) The AAC management has recently noted that the airport's extremely high tariffs were never approved in the past by AAC. So even though AAC is obliged by law to adopt and regulate airport tariffs, these fees have never been handled by AAC, as part of the responsibility of the Department for Economic Regulatory.

6) AAC inspectors have been asked to stop developing activities for operators they monitor to avoid conflict of interest.

7) The AAC has reported to the Kosovo Police and the Department of Economic Crimes for manipulation/falsification of traffic controller licenses by AAC officials.

The AAC has cancelled the AAC's lease contract and passed into state objects, saving the state budget worth over 400,000 euros a year.

9) The AAC has reported cases of misuse of tens of thousands of euros to the prosecutor, payments belonging to tenants and paid by AAC under contract.

10) AAC has encouraged respect and obligations from the work relationship, as defined by Law No. 03 L-212 of work and contract. Also, staff have been encouraged to use the working schedule at this state institution for jobs and responsibilities that result from contracts with AAC, rather than for second or third jobs.

11) The AAC has banned and reported cases of high payments without legal grounds to the prosecutor, as well as without necessary qualifications.

12) AAC has reported to the prosecutor on misuse of office by AAC officials. Cases on budget abuses in the form of media or coverage of personal expenditures classified as official trips have been sent to the Anti-Corruption Agency (AKK), which after conspiring that there are elements of criminal work has sent the case to the prosecutor.

13) The AAC has reported to the prosecutor on duty advancements contrary to the laws in force, in cases where various officials have benefited free pay increases without changes in describing tasks.

14) AAC has started to implement non-tolerative policies for creating and existing illegal positions, departments with only one director, and no employees!

15) The AAC has started with implementing promotional policies for professionals, with background and professional schooling in aviation, which are involved in assuming responsibilities based solely on their achievements both professional and educational.

16) The AAC has submitted draft domestic regulations to the MPB and, in co-operation with the ministry, will finalise the regulation under legal provisions applicable to civil servants.

17) At request of AAC, and with support of KFOR and I CETRA, security audits will be realised at AAC and ASHNA, and the areas needed for improvement and achievement of international civilian aviation standards will be identified.

ESA and I reports CETRA is deliberately misinterpreted by certain persons/paths, under no circumstances are talking about a non-functional AAC, but the need for continued improvement and the continuation of reforms already launched in AAC.

The negative responses to my request for legitimacy, as director of the AAC institution, show the level of influence and resistance that confront my efforts to bring transparency and positive change to this institution and lead to the deliberate departure of focus from professionally overseer AAC's right on the fig and biased themes regarding my position as general director.

As director of AAC, I am sorry that I have to deal with daily attacks, pressures, and blackmail.
