At today's Kosovo Government meeting, the census is set to be postponed for two months. And during his speech, the country's prime minister, Albin Kurti, blamed the Kosovo Communist Association on the postponement.
“Although preparations were made against resistance produced even within the central registration commission from the Kosovo Communist Association, the process cannot be started before November 1st, 2023. So two months later because of the inability of the Kosovo Statistics Agency that, late in the process, he planned details”, Kurti said in reasoning before making the decision.
But, on the prime minister's charges, the Kosovo Communist Association is failing to reconcile. The AKK director, Sazan Ibrahimi, has said that 15 members were in the processing group, and that association had no executive competence.
No, not at all. This is not fair and correct. I personally was a member of the council, and the council consists of over 15 members. There are about 15 members in my knowledge. HOW it is possible that a nongovernmental organization without executive competence could prevent such an important process. I believe the prime minister has not been informed correctly. You may also ask the head of the registration Council for AKK's engagement, Mr. Florim Isufaj”, Ibrahim originally said.
The director of Association has indicated he has rejected contracting an organisation that planned to register the population with Resolution 1244.
I personally opposed it when it was the contracting of an international organisation that has demanded that the census be done with the introduction of Resolution 1244, so not with the introduction of the Brussels Agreement, I've declared this as the representative of the AKK would not be accepted and I didn't have the mandate to accept such a request, but if even the Council wanted to proceed further, I would have been overvoted. Other resistance to the census has not been made, rather it has been very constructive”, Shazanne Ibrahim stated.
“You have meetings in the secretariat of this council. We've been constructive in giving ideas, solving problems with some municipalities that have not wanted to cooperate. All municipalities have established municipal commissions for population registration, problems I believe Prime Minister Kurti knows why the census of the population has been postponed, he needs to look at the law very well, whether the census can be done in a part of Kosovo, when elections are held in April and the wall can start recording in that item”, Ibrahim said further.
He insisted that the census cannot be done with Resolution 1244. He has said that the Association of Kosovo municipalities does not accept it, but according to him, perhaps someone else accepts it.
It's good for the central level to deal with legislative changes that open the doors to population registration rather than accuse a nongovernmental organisation that has no executive competence to influence such a price. “How can only one member break the job when 15 members were there. Prime Minister Kurti, please don't try to take the blame elsewhere because I hope the blame and I believe you know best. The AKK has refused and will not accept that the Republic of Kosovo will have UN Resolution 1244 input. Perhaps someone else even accepts”, has concluded Abraham's statement.
Population registration has been postponed for several times for various reasons.
