The report by the National Audition Office for Public Enterprise “Kosovo Telekom” for 2022 has found that several workers of this company have been discriminated against in wages.
Based on this report, for 41 positions, employees are not paid with the same degrees for the same position.
“Our tests on the employee's salary list show that for 41 positions, employees are not paid with the same degrees for the same position. Although the regulation for working relations and regulation for job systematization was drafted during 2022, the process of restructuring had not yet been implemented. According to official confirmations, this process will be finalised during 2023<50>, the report noted.
From Kosovo Telecom, they have blamed past management on the situation. They have even directed charges of unsuitable advancements.
Public Review Director Fadil Lepaja's duty to Telekom has told Gazeta Express that the employee system in office in the past has been done without applying the rehabilitation procedures through which the promotion level for each position is determined.
The employees' various scores in the same position are the result of the past management's illegal actions. Systeming of employees in positions, in the past, has been carried out without the reregulation procedures in which the promotion level for each position is determined. So there were times when promotions were made according to assessments and subjects. There have also been cases when there have been non-progressive advancements, where employees have been established to new positions without a change of name”, Lepaja has declared.
Lepaja has also shown the position and differences in wages between these employees.
“is meant for differing positions mostly medium-level officials. There are various levels of degrees that hold these officials, the differences may largely be 1 or 2 degrees that in financial terms may be around 100.00m, 200.00000 $”, Lepaja said.
According to Lepaja, this problem will be solved within this year.
“This problem is expected to be solved within this year as we are in the phase of implementing the restructuring process and meeting the positions will take place through internal competition”, it says in response.
In the report, the audience has warned this company that paying employees for the same positions with different degrees could result at additional judiciaries if the same file charges for equal failure.
