Former Pristina leader Shpend Ahmeti has explained some of the options to end the mandate of current mayors of the four northern municipalities.
According to him, the law envisions the resignation as the easiest and cleanest way administratively to go to new elections.

But the government rejects this option. Ahmeti says that “also, the government should not promise something that is not in its” authority. They say only the mayors can do that.
“The citizens' participation party for the president's preferred option. It's only possible in theory: in the impossible practice”, writes the former head of the capital.
“Two votes. After 20 percent of registered voters sign it, they surrender it to the mayor of the Communist Assembly”, Ahmeti explains.
After checking the signatures, the head sends the petition to the CEC (electoral organ). A vote (no confidence vote) is organised where voters answer a simple question if they want the mayor (yes or no) removed. 50 per cent plus one of all registered voters must vote at”.
The majority of municipalities do not get a 50 per cent voter turnout, much less to push them to vote yes. If no confidence voting results in success, it triggers new elections. (Always approximately 180 days)”, writes Ahmeti.
The other option, according to him, is “changing address”.
“This and the other option are very easy administratively but not very applicable. If the president officially switches residence into paper in another municipality, for example. from Zvecan in Pristina, loses the” mandate, Ahmeti writes. “Mayor announces the mayor within 7 days and elections” begin.
Another option, according to him, is for the mayor not to work for 30 days without reason.
“Again, the municipality's deputy chairman is responsible for informing the mayor in three days and the elections will begin”, Ahmeti explains. In this case, the deputy chairman will do daily tasks until the new mayors are voted in.
