PDK says Chairman Gjilan himself went to Germany twice to buy a truck, without any tender procedure

“The LV's governance in Gjilan has completely lost control, where the laws of the Republic of Kosovo are not respected, the municipal budget spending system has fallen from function, and there is no known where and how the public money of citizens is being spent, so total institutional anarchy has been created. Two visits of the mayor of Gnjilan, Mr. Alban Hyseni along with two municipal directors in Germany, have been implemented to buy a truck for Local Public Enterprise “TREE”, worth 47,919.52 euros. This scandalous act of theirs is documented from beginning to conclusion. While only one bill for Germany has been paid 3,151.52 euros for official trips and lunch from the budget NPL Market. While there are thousands of euros of expenses paid from the municipality budget.”, the PDK communiqué says.

“also from the Procurement Office in Gjilan, has confirmed that there was no tender announced for the purchase of this truck. So the only procedures that have been developed have personally been made by Chairman Hyseni and his Germany sexlers. Initially this truck was customsed on behalf of the Municipal Gjilan Assembly, then returned to the name of NPL Market, following findings for legal violations and chaos of procedures. ”, said in the PDK communiqué.

According to the PDK, the VV in Gjilan, in addition to the degradation of municipal institutions, even local Public Enterprises have turned into nests of abuses.

And these actions are harmful, dangerous, and should be taken immediately by responsible institutions that are under obligation to oversee, respect the law and prevent major abuses that are taking place everywhere by this governing class.”, it is said further in communiqués.

The PDK in Gjilan has requested the dismissal of the Communist Commissions of Actionaries from the Municipal Assembly.

Also, in this public statement, it is worthy to re-emphasize that it is urgent to dismiss the Community Commissions of Actionaries from the Municipal Assembly, in all local public enterprises, to stop the extraordinary abuses currently taking place there. Once again, as a member of the State and institutionalist Party, we call on all municipal officials and those in local public enterprises to be careful and not to act on individual orders, but to implement all legal procedures.
