The leaders of EU member states after the two-day summit in Brussels stressed that resolving the problems in northern Kosovo should be done on the basis of the European Union's June 3rd recommendations, including <x0); the results of police operations, which mayors of municipalities temporarily carry out their duties in other objects, announcing early elections and participating in Kosovo Serb elections.
Kosovo and Serbia are urged to create conditions for early elections in all four municipalities in northern Kosovo. “Wanting to escalate tensions will have negative consequences”, the European Union Council report said.
It also requires that the EU-mediated dialogue and the rapid implementation of the normalisation agreement continue.

Kurti's eight-point plan not commented by EU
Kosovo Prime Minister Albin Kurti presented an eight-point plan for extending the situation to the north, conditioning the withdrawal of police forces from municipal objects to reduce violence, while for early elections, he has called for organising a petition that must be supported by at least 20% of voters. Prime Minister Kurti does not mention the issue of association in his plan. The EU has not commented on Kurt's plan.
Also before the start of the EU Council Summit, the Kosovo government, led by Albin Kurti, declared terrorist and threat to the constitutional order of Kosovo, two organisations of northern Serbs, “Civil Assistance, known as “Ciclina Satita”, and the North Brigade known as “Brigada Sever”. Some of the ambassadors of Quint countries in Kosovo, the US, Great Britain and France said that for this decision, the Kosovo government has not been co-ordinated with international partners and that they are surprised/ DW
