IKD: Ministers ignore Parliament and violate Order, Gervalla-Schwarz most undisciplined

The actual functioning of the Kosovo Assembly as one of the key institutions in the country continues to be extremely weak.

The challenges and problems that come to light through the recent report by the Kosovo Institute for Justice are disturbing. What's in IKD's findings about the Parliament job?

Government ministers have continued to ignore the Assembly during the preview of parliamentary questions. Contrary to the Parliament Rule, they have been absent during the preview of parliamentary questions.

Deputy Prime Minister Donika Grovalla-Schwarz, Minister of Internal Affairs Jedal Svecla, Minister of Culture, Youth and Sports Hajrullah Ceku, Industry, Trade and Trade Minister Roseta Hajdari and Defence Minister Armend Mehaj take the lead.

Even according to the Institute, even the chairman of the Parliament has continued to fail to implement the Parliament's rule in terms of giving remarks to members of the Government and the prime minister when they are absent and not reporting the mayor for lack during the submission of questions by MPs.

The IKD has stressed both the non-principlement of deputies in the House of Parliament to submit questions.

In terms of legislative activity, the Parliament's work has been forwarded to non- Efficiency. In each plenary session, the IKD report emphasises the bills were carried from one session to another due to lack of quorum.

At the spring session of the Parliament, a disturbing fact has come to light: More than 70 percent of the bills have been postponed and carried from one session to another. This continuing interruption has caused considerable delays in the process of adopting laws, creating an unstable climate for legislative work.

Regarding the transparency of work in the Assembly, parliamentary commission meetings continue not to be broadcast directly from the Parliament. The IKD has recalled the fact that the Parliament has not yet implemented electronic voting, enabling citizens to be informed about the way MPs voted.

According to the IKD findings, work at parliamentary hearings has also characterised the non-parliamentary language used by members of the Government and MPs of the Parliament, creating polarised discussions between MPs and parliamentary groups, as well as between MPs and the government cabinet.

The report shows that in some cases, members of the government have used sexist language towards MPs and have abused words like “traitor, hypocritical, deceitful, lying, lynx1>, words that do not respect the minimum standards of parliamentary behaviour.

In these situations, according to the IKD, the adoption of a Code of Conduct for the MPs of the Parliament should be on the Parliament's agenda as a priority. Despite the fact that such a code is provided even with the Kosovo Assembly Rule, it has not yet been adopted. This code should describe the general and unique nature of MPs' nonparliamentary behaviour, the report stresses.
