Ibrahimi, in a proposal for Blic newspaper, says that this is a promise of Minister Murati for a time now, but according to him, the level of payment tax on property from citizens of the Republic of Kosovo has small percentages.

Ibrahimi said the demand of municipalities was for this law to return to the government once again, while adding that this ministry has not consulted the municipalities at all. “This minister has not consulted municipalities at all regarding the administration of the property tax law, and as a consequence the municipalities have demanded that this law be returned to the government once again where municipalities would then be consulted and the best solution” would be found, Ibrahim said.
“If such action is replaced by the central level, municipalities will lose tens of millions of euros, and these millions of euros will go for capital immigration”, Ibrahim added. Otherwise, the Kosovo Assembly has yet to approve in its first reading on the change and completion of Law No. 06/L-005 for real estate tax. In Government, this bill was adopted on March 31st.
With the approval and entry into force of this Law, each taxpayer is paid up to 100 euros in the property tax bill for the 2023 tax year.
For citizens who have already paid the bill, the amount will be counted as advance for the following years.
If the taxpayer paid the property bill for 2023, the pardoned amount was counted as a advance for the following years.
The bill explains that tax forgiveness applies only to this year.

Finance, Labour and Transfers Minister Iron Murati has stated that with forgiveness, 85 percent of taxpayers would pay nothing this year, another 10 percent would pay less than 100 euros, and only 5 percent of taxpayers would pay more than 100 euros.
The deadline for paying the first tranche on property has ended on 30 April. For the second tranche, there is a deadline by the end of September. The long-paid cases will apply an interest of 0.65% for each month that is delayed payments, as well as a 10% fine of unpaid tax.
This year, bills are more expensive. The increase in property tax bills has come after the overall assessment of land and residential facilities, which the Ministry of Finance, Labour and Transfers has made late last year. After this assessment, property taxes for some have increased by 100%, and for some, the value of property has remained unchanged, as after the assessment has not changed.
The opposition has rejected increased property tax. The Kosovo Commission Association Board has also called for suspension of municipalities.
