House monitors: The legislature was not productive

The lack of quorum was quite frequent and an obstacle to dealing with many points at nearly most of the plenary sessions, the legislature's work monitors estimate. According to them, this is an harmful practice and that securing quorum is the responsibility of the parliamentary majority.
Speaking to Kosovo Radio Mejidie Demollie Nimani from the Fol Movement, says they have not expected more from the legislature.
We have seen many times during this session that sessions have failed in the absence of quorum. And this responsibility is complete on the Vetevendosje Movement, as a party that has majority in the Assembly and cannot keep its MPs responsible for the duties they hold as being elected to the”, she said.
Violet Hajoli, from the Kosovo Democratic Institute, also estimates that the quorum absence prevented the legislature's efficiency.
“in many cases has lacked quorum in sessions and most have failed to provide numbers to pass laws. But there have also been positive cases, especially at first, when opposition has also helped the government pass laws. There has been a co-operation for certain laws, and there has also been a goodwill of the opposition to vote international agreements on what 2/3 of the deputies must vote”, Hajoli stressed for Radio Kosovo.
Naim Jakaj, from the Kosovo Institute for Justice, says that based on their monitoring, it turns out the Parliament has had poor performance.
“Mby's base of some findings can be said the Parliament had poor performance. The Assembly has begun and continued work without approval of the work program. Meanwhile, the problem has been the lack of quorum in the Parliament's Headship, as a new phenomenon, as well as lack of quorum in many plenary sessions”, he said.
The last session for the spring session was concluded without even beginning for lack of quorum, where 24 points of the agenda were expected, among them many international agreements.
The site resumes work in September, when the winter session begins.
