But in 2022, at least four Kosovo Government ministries have poured thousands of euros into the pockets of members of this organisation, which is being accused of organising attacks on members of KFOR, Kosovo police and journalists in northern Kosovo, but also of planning terrorist attacks on Kosovo institutions.
The National Auditing Office (ZKA) has made it known that from January to August 2022, the Ministry of Culture, Youth and Sports has paid over 70 thousand euros in pay for 20 members of the illegal structure “Civil Protection”, Paparaci.com writes.
In August 2022, The MKRS had decided on suspending the salaries of these workers until finding an alternative.
The ministry had continued to pay officials based on Government No decision. 06/39 dead. 22.07.2015, for 20 members of the illegal structure of the so-called “Civil Protection”, unless there was evidence of follow-up. The minister had made a decision on 1908.22 to suspend the salaries of these workers until finding an alternative. The value of payments realised for these employees until making the decision was 76,791.”, said the ZKA report for 2022.
The Ministry of Industry, Intervention and Trade on the other side had paid nearly double the MKRS for members of “Civil Protection”, already declared a terrorist organisation.
The payments for 2023 from MINT to these officials who have never even gone to work have been nothing short of 127,298 euros.
“With Decision No. 06/39 at 22.07.2015, the Kosovo government has approved the agreement's agreed conclusions that Brussels has agreed on normalising relations between the Republic of Kosovo and the Republic of Serbia for the integration of personnel from the former “Civil Minister”. Through this decision, MTI had committed 25 employees of the Serb community with the goal of integrating them into the system of the Republic of Kosovo. These employees had never worked for MTI since 2016, when their acts were also signed. Consequently, according to confirmations by relevant officials, there was no evidence of follow-up at work. The spending for 2022 on employed salaries for this category was 127,298,818x3>, the ZKA report says.
Money for members of the “Civil Protection” had also paid the Ministry of Internal Affairs. According to confirmations listed in the ZKA report, those members who had never been released at the workplace were spent nothing less than 101,474 thousand euros.
“Based on government decision No.06/39 d. 22.07.2015, former MAP, was obliged to accommodate 20 employees of the Serb community, members of the so-called civil protection structure. According to confirmations from ministry officials, these employees have no specific work space and do not develop any activity in the ministry. The budget spent on their wages for 2022 was 101.474.”, the ZKA report says.
The ZKA report also says that despite the fact that this phenomenon continues to be reported over the years, the ministry has yet turned out to take concrete measures in the systeming, engagement and monitoring of this category of employees.
Even the Ministry of Education, Science and Technology had paid 68,227 euros for 32 members of the illegal structure “Civil Protection”, even for officials who have no specific work space, and at least for the first 6 months of 2022 they had held no activity in the ministry.
On August, 32 members of the so-called civil guard structure who receive regular monthly salaries have been employed through an act of appointment. According to confirmations by ministry officials these employees have had no specific work space for the January-June 2022 period and have not conducted any activities at the ministry. The budget spent on their salaries for the January-June 2022 period was 68,227. In reports of the auditing of the previous years, this issue was constantly addressed, giving recommendations for addressing the issue. In 2022 AugustI has taken the required actions and the issue has been addressed.”, the report says.
It is noteworthy that these four government ministries, Kurti, together in 2022, have spent nothing less than 373,790 euros in payment to members of “Civil Protection”, currently a terrorist organisation in Kosovo.
Under the Brussels Agreement in 2015, members of the Serb community of the illegal structure “Civil Protection” were accommodated in various MKRS departments in order to integrate them into institutions of the Republic of Kosovo.
