The group for Juridical and Political Studies (GLPS) has called it a violation of basic human rights conditioned to pensioners to testify that they are alive every six months so they can get pensions.
In a public letter to Kosovo Assembly deputies for changing the Law on Pension Scheme, G The LPS said violation of human rights in this law has also been argued by the Ombudsman's institution.
According to this nongovernmental organisation, the Ombudsman has argued that the practice of physically announcing pensioners is contrary to the Kosovo Constitution and international human rights instruments.
The “Group for Jury and Political Studies (GLPS) reacts to the ongoing violation committed to pensioners, due to the obligation to physically announce that they are alive to get their pension. In this context, Law No. 04/L-131 for State-funded Pension Schemes, more specifically paragraphs 2, 3 and 4 of Article 24, and Enti 24, and Administrative Guide No. 052015 contain violations of basic human rights, since they condition the execution of physical retirement, to prove that the citizen is alive. The violation of human rights through this obligation has been argued in the form of a report by the ombudsman Institution in case no. 382/2016, where this institution has argued why this practice is contrary to the Constitution of Kosovo, and international human rights instruments”, said the GLPS letter to the Parliamentary MPs.
This has also reacted to the Law on Change and Fulfilling of the State-funded Pension Scheme Law, saying it has not gone through the public consulting procedure, with which cases are illegal and harmful.
