German analyst: Gervala's undiplomatic language further exacerbates Kosovo's position

“In terms of security, The EU is a strip of paper without the US and NATO”. This is one of the sentences of Kosovo's top diplomat, Donika Grovalla, from the criticism-filled speech he has read at the Dubrovnik Forum in the presence of Slovak emissary Miroslav Lajcak and the US man Gabriel Escobar. The chief of diplomacy [...]
But is Kosovo in such a position to give such positions at international forums? In this regard, German analyst and development connoisseur in the Western Balkan region, Bodo Weber, has spoken about Gazeta Express.
Weber says Kosovo's top diplomat, Donika Grovalla, is partly right when it emphasises the fact that the EU is limited to establishing lasting peace in the Western Balkans, due to internal divisions and restrictions.
German expert from the DPS says delivering such undiplomatic statements by top diplomat Gervala weakens Kosovo's position even more.
However, giving such undiplomatic statements at such a forum further weakens Kosovo's” position, Weber has said of the Express Journal.
Minister Gervala has had open criticism of the way the dialogue is facilitated by the European Union. But is it just the EU's fault that implementation of the Franco-German plan is stuck? Weber says the current crisis in dialogue is prior to the result of a completely wrong EU and US approach in dialogue and in the current basic agreement. According to him, Washington and Brussels have had an unbalanced approach towards Kosovo and Serbia, given a soothing policy towards Vuciqi.
“means, even if the Kosovo government had acted 100% correct and wise, Kosovo would still be in this unfavourable position, and implementation of the basic agreement would certainly have failed” anyway, Weber told Express.
The responsibility for the situation, Weber says there is, of course, the Kurti Government because it said it was wrong, specifically with the Kosovo Serbs and the north, not only with the insistence on deploying new mayors to the north, which led to escalation of the situation but also with license in the past year.
German analyst says that this way, Kosovo not only has exacerbated its position as well as unfair, but it has strengthened Westerners' mistaken conviction that complications in the dialogue process were all because of Kosovo.
“Initially, let me stress that I am deeply convinced that the current crisis in dialogue is primarily the result of a completely wrong EU and US approach to dialogue and the current basic Ohrid agreement, based on a imbalance in access to Belgrade and Pristina, based on a soothing policy towards Vuciqi. It means, even if the Kosovo government had acted 100% correct and wise, Kosovo would still be in this unfavourable position, and implementation of the basic agreement would certainly have failed anyway. But within this framework, the Kurti government has acted wrong, especially in relation to Kosovo Serbs and the north, not only with the insistence on bringing down Albanian leaders who inevitably led to the recent violent escalation, but also in pushing ahead of the license issue last year. In this way, Pristina not only has exacerbated its position as well as unfair, but it has strengthened the false conviction of Western actors that complications in dialogue were all about Pristina's fault, damaging itself and helping Vuciqi. Not to mention the terrible position that Pristina's contribution to escalation has brought Serbian citizens north.” has concluded Weber for Gazette Express.
Kosovo's top diplomat, Donika Grovalla, at the Dubrovnik Forum, has said the EU cannot guarantee security and peace in Europe and that without the US and NATO it is a “paper player”.
A key security question in the Western Balkans and what we ask ourselves is: Is the EU what can guarantee security and peace in Europe? One of the most important German analysts said the same thing a few days ago. It is unable and has no capacity to guarantee security. The reasons are clear: there is no political will, differences within the European Union are great and as regards security, without the US and NATO, the EU is a tiger of paper. The EU knows that, and therefore repeatedly releases, escapes the confrontation”, Gervala said.
