The United States' envoy for the Western Balkans, Gabriel Escobar, was asked at Congress on American engagement to make the five European Union countries recognise Kosovo's independence.
Escobar, during the report to Congress, said it is in constant contact with Spain, Greece, Romania, Slovakia and Cyprus, and that the Biden Administration's highest aspirations are for Kosovo to become a member of the European Union and ensure a seat in the UN. He cited the plan for a global campaign for Kosovo's recognition this year, which he said is getting what is needed from the Government of Kosovo.
“Now for some of the countries cannot recognise it because of the lack of a bilateral agreement between Serbia and Kosovo, others do not recognise the unilateral declaration of independence, so I would like to see an agreement on normalisation”, he said.
He spoke of the need for a regional and europin campaign, but of a global court of recognitions for Kosovo, if it fulfils its obligations, such as forming the Association of Serb majority municipalities. On this issue, Escobar said he sees Kosovo Government lined up, reports Express newspaper.
“Now what most of these countries would like to see is that they would like to see the good will from Kosovo in fulfilling its part of the Agreement”, Escobar said, emphasising on forming the Association of Serb majority municipalities “with American support not to violate the Constitution and legal structure or the state's”.
Until today, I have not taken that pledge from the Kosovo government”, Escobar said.
