Civil society doubts the prosperity of several permits issued by the Environment Ministry

Since August 10th 2020, the Ministry of Environment, Spatial Planning and Infrastructure has not announced the Jury Persons License Competition for Learning VNM Reports. According to Law No. 08/L-181 For Environmental Influence Rating, Article 12, Paragraph 2. The ministry under law defines procedures and criteria for the licensing of physical and legal persons for drafting the VNM report. No. 10/2017 for the License of Environmental Influence Rating Reports, based on this law defines the time period during which the Ministry too is obliged to open the competition for people's licenses is , where, according to Article 6, Paragraph 4. The physical person applies to the ministry on the basis of the announced competition, once a year.
The lack of open competition for almost three years, as well as the failure of the Ministry of Environment and Spatial Planning and Infrastructural Planning on this issue, allows room for raising doubts about the regular prosperity of the permit process by this institution, considering that the VNM Report is a necessary document that makes identification and assessment of the harmful impacts of the implementing projects in the environment of the Kosovars in the communiqué of this consortium of civil society organisations. Civil society is considering that the opening of the competition reflects in the absence of transparency and accountability, contributing to the creation of a monopoly by a certain group of individuals who can exploit the situation created for their personal benefits. /Periscopi/
