ZKA has found that in eight cases, the Office of the President of Kosovo has surpassed the first legal deadlines with replacements of office.
According to the report, no.06/ L-14 for public officials, Article 32 paragraph 4 predicts: In particular, a regular position in the Civil Service may be met in the event of the need to replace or temporary lack of civil servants depending on the case, for a period of no longer than 12 months.
“on eight occasions we have noted that regular working positions were replaced by decisions as substitutes, duties in different positions, and exercising these tasks for longer than 12 months”, the ZKA report said.
The National Auditing Office further in the report has stressed that keeping positions as substitutes long since the pre-priced deadline by law was made as a result of insufficient care from the ZPRK management.
“Maintaining replacement positions for a longer time, except that it is not in compliance with the legislation in force, risks the various positions being maintained by those who do not meet the required/appointed criteria for adequate positions”, the report said.
THE ECA has further proved a recommendation to the President's Office.
“The General Scientist to ensure that necessary actions are taken to complete (replacements) positions with regular work positions” are said to be further in the report.
