Significantly, Kosovo Prime Minister Albin Kurti met with QUINT ambassadors yesterday morning.
After this meeting, he said he made a five-point proposal for the despassing of the situation in the north:
Step 1: Rule of law in four municipalities north of Kosovo. The situation is not normal for a long time, but the passage on May 29th makes it urgent to bring all those who exercised violence against KFOR soldiers, Kosovo Police journalists. Identification, prosecution of all groups that have attacked KFOR, police and journalists. EULEX monitor the situation.
Step 2: Violent groups withdraw from Kosovo. Based on the principle of proportionality Kosovo Police will withdraw from municipal objects in the north.
Step 3: Kosovo police, EULEX and KFOR will conduct joint security assessments every 15 days.
Step 4: The Kosovo government co-ordinates and announces early elections in four municipalities in the north. Elections are organised in an atmosphere of free, liberal elections.
Step 5: Kosovo and Serbia return to dialogue, and Brussels plans to implement agreements. Leaders meet in Brussels this week.
