Who is this situation heading north? Is implementation of Kosovo-led agreement remaining in the shadow Serbia

Tensioning the situation in the north has overshadowed implementation of the Kosovo-Serbia agreement. The international community's focus on escalation of the situation in northern municipalities has overlooked their role in implementing the Brussels and Ohrid agreement, said connoisseurs of the dialogue process. Vetevendosje Movement MP Armend Muja tells Kosovo that it has proved that Serbia does not want to implement the agreement agreed with Kosovo.

The muja lists violations of the agreement on the part of Serbia, while blaming even EU dialogue mediator Miroslav Lajcak.

Serbia initially did not want to sign the agreement, as Kosovo agreed in Brussels, where our prime minister wanted to sign it, but Vuciq did not sign. That is the first mistake of mediators. This mistake is exactly Mr. Lajcak's, there and Vuciq's statements in the following week that he does not implement certain parts of the agreement and no participation in the elections we have postponed are a series of violations of the agreements from Serbia. It's their attempt to sabotage the deal. Kosovo is ready and dedicated as it originally has been to sign and implement that plan, but we are not interested in being in the agenda as Vuciq has thought in the past. Developments in the north are a Serbia's attempt to sabotage the implementation of the agreement, as Kosovo has already agreed to that deal”, he says.

Political analyst Arton Demhasa tells Kosovo that recent developments in the north have changed the direction of Kosovo-Serbia dialogue. He adds that Serbia has used this situation to convince the international factor that it is not time to deal with implementing the agreement, but calming the situation on the ground.

Serbian “Pala has used the situation in the north, has sent the usual criminal groups there since violent protests, so that the international factor does not deal with the non-exploitation of the annex of the agreement, but rather with the calming of the situation in the north. This form of Serbia is constantly used, so former pressure on Serbia to implement parts of the agreement related to Serbia”, Demahaja points out.

However, he also criticises Prime Minister Albin Kurti, who, according to him, is testifying that through the tension of the north he does not want to implement the Association.

We can't talk about implementing the agreement now about the fact that we're seeing what the situation is like in the north. But, I think tensions there are related to the agreement and its implementation. We knew that the Government of Kosovo in the March annex reached in Ohrid has accepted the obligation to implement Article seven related to the self-awareness of the Serb community, at the same time as the signing of the declaration for the two sides of the property. The fact that you've made a commitment has to start doing it. So I think the situation in the north has connections with this, where Prime Minister Kurti is not interested in implementing Article seven of the agreement, so he creates such efforts in the north to obstruct that agreement. The whole problem of this is the association of Serb majority municipalities and not the maintenance of these four mayors there”, Demhaja adds.

Kosovo and Serbia have agreed to the agreement between them on February 27th in Brussels and its application annex on March 18th in Ohrid, on the basis of the European Union's proposal.

On the basis of this deal, statements of missing persons were also signed by force during the recent war in Kosovo, while the parties have also begun discussions on the Association of Serb majority municipalities statute.

However, Kosovo's institutional carriers have consistently criticised Serbia for destructive access to dialogue and failure to implement the agreement, which they think has testified with Serbia's anti-run vote for Kosovo's membership in the Council of Europe.

On the other hand, tensions in the north have started since May 26th, when elected mayors of four northern municipalities have gone to municipal facilities to exercise their duty, assisted by Kosovo Police.
