America's professor, Daniel Serwer, says that perhaps the word “punishment” is not appropriate to use if Kurti refuses the plan for de-sepration, but says it is clear that the US and the EU are prepared to pressure. EU Emisari Miroslav Lajcak along with American emissar Gabriel Escobar a few days ago have realised a joint visit to Pristina and Belgrade in efforts to convince Kosovo and Serbia to overcome the situation in the country's north. EU spokesman Peter Stano, in a response he had given to Gazette Express, had indicated that these talks had been difficult, especially with Prime Minister Albin Kurti.

Both had warned that for meetings in Kosovo and Serbia they will report, one before 27 EU member states and the other before the White House. Despite this, Kurti s '%s' has moved from his position, and Josep Borelli's three-point proposal is still pending after meeting with Vjosa Osman.

After all these developments, US emissary Miroslav Lajcak has travelled to Washington at an American invitation, where he has also held meetings with Undersecretary of State Victoria Nuland. After this meeting, Nuland has written that they support the EU's three-point proposal as the best way to move forward.

Regarding this trip of Miroslav Lajcak towards Dashington at a very delicate time, Express spoke with US professor Daniel Serer, who has participated in a discussion with Escobar and Lajcak in Atlantic Council. Asked whether this invitation by Americans to the EU's Emisari may have been a call to discuss any evental change that the Slovak emissary should do in the way it mediates dialogue, or simply calls for further co-ordination regarding measures they can take for Kosovo and Serbia, Serwer has said that the US and EU have full compatibility for everything in the process, besides the “Open Balkan” initiative.

I think this trip is mostly about coordination. The only topic where I notice differences is the Open Balkans. The US supports it, the EU opposes”, Serwer has said.

Asked if you believe the US will punish Kosovo and Prime Minister Albin Kurti if there will be position movements for the three-point EU proposal, for de-pass, Serer has said he doesn't know if the word “impunity is appropriate, but says it is clear that the US and the EU are prepared to pressure Kosovo on de-pass.

American Professor Serwer has also spoken about several media reports, which have not ruled out the possibility that Prime Minister Kurti will be declared no-greet by the United States in the event de-excedentation is extreme.

The situation in northern Kosovo has deteriorated since Friday, May 26th, when the Kosovo government had decided to send elected mayors to municipal facilities in the north under police forces. Such a decision by the United States had fully rejected it by pointing its finger at Prime Minister Albin Kurti for non-coordination.

On May 29th, tensions had reached a peak where as a result of the clash between KFOR and protesters, among whom there have been criminal groups, 30 KFOR soldiers remain injured.

International calls and pressure on Kosovo to establish peace in the north has been unstoppable. The US has called for the mayors to develop their activity from alternative objects, to remove police from municipal facilities and to start commitments to organise new elections.

Washington and Brussels' proposals have still received a green light from Prime Minister Albin Kurti, who has already added to the release of three Kosovo police officers who have been kidnapped by Serbia.

A few days ago, Prime Minister Kurti had proposed his terms for the de-pass.

First point: Rule of law in four municipalities in the north. The situation in the north is not normal for a long time, but the passage on May 29th made it urgent to bring all those who fought violence against Kosovo police, KFOR and the media.

Second point: Violent groups withdraw immediately from Kosovo territory.

Third point: Kosovo police and KFOR, or EULEX, will conduct joint security assessments every 15 days to ensure secure environment for all.

Fourth point: The Kosovo government will be co-ordinated with all the acters and will announce new elections in the north.

Fifth point: Kosovo and Serbia return immediately to Brussels' relaxed dialogue. The leaders of the two states meet at high levels this week and the European Union ensure a fair and balanced ranking plan for implementation of the basic agreement. /gazetaexpress
