Serwer: Kosovo to come up with a proposal for Association

For Serwer, this statement has problems.
“is not only unprofessional. Even his colleague in Pristina makes his job difficult. The last time US officials attacked Prime Minister Kurti and even organised his fall from power, he returned after elections with a renewed mandate and a larger majority. He has recently hinted that he can call early elections, apparently hoping that in this way he will show Americans that he has the clear support of most of Kosovo”, Serwer wrote.
Another Serwer has made remarks on Hill's assessments of Serbia's president, even though Vuciq has mobilised the army and has sent it to the border with Kosovo.
This is a clear violation of the February normalisation agreement between Belgrade and Pristina, which Americans say is legally binding. It prohibits the threat or use of force (nen 3)”, Serwer wrote.
Serwer has gone on to say that, Hill, instead of denouncing this violation, has mentioned the Serb double Dutch game with NATO soldiers
Kosovo's “Serbs know that NATO today protects them as well as Albanians south of the Iber River. It was Serbian gangs sent mainly by President Vucic who did the dirty work of attacking NATO soldiers. That's why Ambassador Hill says nothing”, says Serwer.
The American analyst has commented on Hill's pressure for the Association of Serb majority municipalities within Kosovo as part of the 2013 agreement from which Kosovo would benefit the extent of rule of law throughout its territory.
“Belgrade, however, has not allowed this stretch has resisted Pristina's efforts to make Serbs north of Kosovo use Kosovo's license plates, has attracted officials from Kosovo institutions in the north, supported and implemented the Serbian boycott of elections in northern Kosovo, and has held Serbian security clan forces there, who co-operate with rebels sent by Belgrade. Not all lovers of Serbian complaints are as blind as Ambassador (Hill) to what is happening in the north” writes Cerwer.
However, the retired US diplomat has asked Kosovo to come up with a proposal for the Association of Serb-run municipalities.
I think Pristina should present its proposal for AKMS. Prime Minister Kurti has cited the Serb National Council in Croatia as a possible model. He should either express it or his proposal in a written proposal fully in accordance with Kosovo's constitution, as the Americans have guaranteed that every AKMS should be. He has criticised the American State Department for the policy it is pursuing in the Balkans, stressing that Secretary Blinken must know about his mistakes.
