REL: Failure to comply with normalisation agreement cancels donor conference

European Union member states (BE) agree that there is no room for discussion at the moment for organising the Donors' Conference for Kosovo and Serbia, which was envisioned in the report normalisation agreement reached by leaders, on February 27th in Brussels and in the Implementation Annex agreed on March 18th in Ohrid.
The text of the agreement envisioned the organisation of the donors' conference 150 days after the agreement was reached, with the goal of creating a financial package for Serbia and Kosovo, but the payment would be made only after it was found that all provisions of the agreement have been implemented.
Since neither side has implemented any of the provisions, at the moment there is no mood for holding the donors' conference, the REL learns in Brussels.
In this case, representatives of several EU member states stressed that the responsibility, for removing from the agenda of donors' conference plans, is of both sides because neither Kosovo nor Serbia have begun implementing agreements from Ohrid and Brussels.
When it comes to Kosovo alone, EU states warned “bolistic measures” against Pristina, after EU and United States envoys, in the report they submitted, praised as the difficult “ “talks with Kosovo Prime Minister for the extension of the situation in northern Kosovo.
European Union Special Representative (BE)'s cabinet officials for dialogue, Miroslav Lajcak, have submitted the report to diplomats of EU member states for their visit to Pristina and Belgrade. Lajcak has been there, this week, with the US envoy for the Western Balkans Gabriel Escobar.
As several sources -- present at stake -- confirmed for the REL, due to failure to take steps towards enlargement, the only immediate measure that can be taken in the near future against Kosovo authorities is the annulment of the European Commission and Kosovo's meeting in a subcommittee under the Stabilisation and Association Agreement.
The possible annulment of this meeting would be a way to express Brussels' dissatisfaction with Pristina, due to disrespecting international requirements regarding the intensified situation in northern Kosovo.
