Pristina municipality dwellings given in use are being sold and rented

Apartments sold, usurped and rented. This is the status of some of the residences, even though they were given in exploiting certain social categories from the Pristina municipality.
The municipality has formed a commission to verify the exploitation and status of residences in the Sun Coast, Equipment Field and Hayval.
Periscopi has learned that Pristina's municipality in June this year, expected to remove some of you were municipal assistants, civil servants and several other categories, who no longer meet the conditions for staying in them.
The commission has been composed of five members.
The report has been delivered to the office of Pristina chairman Progress Rama on the 15th. 04. 2023 and the debate on it in the Parliament was made on May 5th.
This commission has verified the exploitation of 249 residential units - the Pristina municipality's post.
The report has been divided into three sections, then split them into categories so that each can be given a more clear picture of the actual state of municipal property use, as well as recommendations for relevant findings for each of these categories.
Livings on the Sun Coast
The Commission has found that in the Sun Coast, in the so-called “Banks of Standard”, the Pristina municipality owns 49 residential units, as a result of a private public partnership agreement between the Pristina municipality, Global Consortation and Standard, where according to the percentage in this contract, the municipality has received 40.3 percent of the object.
The division of these residential units has been made by the Municipal Assembly at 04. 05. 2006. These dwellings were shared by employees in civil service, municipal councilors, and several other categories.
Pristina's <x0.>communa, most of these families, have been placed there in 2007 for a ten-year lease, meaning that since 2017, all families have been awarded contracts, in addition to the Ramadan Beatdown family, which under a Constitutional Court decision, has won the right to use residence until 2030”, says the report.
So, the commission has found that these categories live there: 27 families of Pristina municipality civil servants, 9 families of martyrs, or Kosovo heroes, 11 families of municipal advisers, a family of a Kosovo police member, disabled in the workplace, a family of a former member of the country. The commission has recommended that the immediate release of two residential units, seized by the municipal Inspectorate, take place.
Equipment Department residences
The first part of the report included residential objects located in the Equipment Field, “Bajram Bahtiri”, where two residential objects took place from two entrances, including 100 residential units dedicated to 2 categories, one for social residence involving 50 residential units and the other for war categories that are thus involving 50 residential units.
The reports reportedly, in each residential unit that is included in the social residential category, the Commission has found that out of 50 residential units, 6 residences are free, while 44 are being exploited by households under the Pristina Community decision.
Of these 44 families, 7 of them live from the disability pension of a family member, 1 from the pension of war veterans, as well as a family from the KLA witness pension. The rest of the families have lived mainly by social assistance, but they have declared to the Commission that their assistance was interrupted.
Commission References for the Field of Conciliation
- The Commission has recommended the Directorate of Social Management for 15 days to make verifications of the social status of these families, and to do so the head of the capital proposes continued contracts for families that currently meet the criteria.
- The Communist Assembly should immediately establish a commission on the composition of members of the assembly and executive, which within the 30-day deadline, recommended the chairman's continuation of contracts for families meeting the criteria and then accept and review applications by citizens in need that meet the criteria set by the Pristina Community to be new beneficiaries of the use of residential units.
Report to the homes of war categories at the Court of Conciliance
The commission has found that out of 50 residential units that are dedicated to this category, 5 residences are free, 2 residences have been rented more by residential users for third parties, as well as a user has misused the right to exploit municipal property by claiming to have sold to his neighbour the apartment he has taken in exploitation, and the neighbour has made a physical union of two residential units.
Thus, out of a total of 50 residential units, the Commission has found that only 42 units are used on the basis of the Pristina Community's contracts or decisions.
Commission recommendations
1 Commission to take immediate action to divide two residential units by no. 6 and No. 7 in Block 2, entrance 48, illegally united by user of residential units 7 and the same are returned to the previous state.

dwellings in Hyvali
In Hyvali, the Pristina municipality owns two objects with two entrances each, involving 100 residential units in total. Even these objects are divided into two categories in each object. One for the other social categories for categories resulting from the KLA war.
In the social residential category object are from 50 residential units to total, 43 are in use, while 7 are free.
Of the 43 families living in these dwellings, 25 are with social assistance, and 4 live from disability retirement, while the rest are not social plan beneficiaries.
What the commission has highlighted is the extreme lack of hygienic conditions in these objects, so it is imperative that these families are not allowed to live in that unaffordable gene as the consequence of repetition and lack of care from institutions.
Even so, the commission has given two recommendations to continue contracts to families that meet the conditions, and to impose the Public National Company to care for their maintenance and hygiene.
The Commission has found that out of 50 residential units, all are exploited by families belonging to war categories. All these families have been granted contracts, so the Municipal Assembly has been granted this recommendation: Continued contracts to families of war categories that meet the criteria.
Along with this report, the Commission has drafted another appendix containing the name of users, the contract number, the residential entry, the floor, the number of family members, etc.
