Mustafa, among other things, stressed that sovereignty in the north -- as he said, resolution 1244 has been activated in some form.
No power has been extended except to violate sovereignty and only as it is being violated further, so as things are going, there is a fear that there will be an international oversight in the north of the country and it will completely come out of sovereignty”, Mustafa indicated.
“The sovereignty there is, there is now activated in a form UN Resolution 1244. There is the NATO force, which is exercising its post, and there are police who have been shut down, or displaced the Government of Kosovo in municipal objects, some remain inside, and some outside”.
He also spoke of the four elected mayors north of the country, of whom he said they are not able to take any action.

Who is governmenting north of the country where is the role of these municipalities in the north of the country? One has been stuck for 17 days, and he can't take any action because he can't.
