The municipalities are at risk of new flooding, yet without compensation for the million damages from the government

Kosovo's Hydromethorological Institute has warned floods in a probability of over 20 percent in several flood risk municipalities as a result of heavy rainfall. Among these municipalities is Mitrovica and Skenderaj, which in recent floods suffered material damage in million value. For this, Government [...]

According to the IHPC, the areas where floods threaten are the northern and southern areas. At the northern part, Mitrovica and Skenderaj -- where the Iber River, Sitnica and Drenica River -- are at risk, where there have been floods recently.

IHPC warned of this week floods in other parts of Kosovo as well.

From these initial meteorological prognosis of rainfall and then hydrological, with short-term flooding potential from rain, it is projected to affect especially in:

The north side: Ibër Basin (Lug Systems): Ibrit, Sitnica Llap, Drenica etc.) where probability of overcoming a threshold of the 20-year flood returns: it is 20 % and 5-year-old: 24 %.

While the western, southern and eastern part (The White Drint, Lepenci and Morava of Binca) predicts a probability of overcoming a threshold of 5-year flood returns -- or by far the smallest amount of rainfall” -- was said in the IHMK report.

During yesterday's day, the Insander newspaper has contacted Mitrovica municipality Chairman Bedri Hamza and Skokyright's Fadil Nura, who have raised the alarm for limited damage prevention capacity.

I think we are among the most endangered municipalities because we have the largest number of rivers that cross the city of Mitrovica. Within our capabilities, we do our best. However, those capacities are clearly limited. We are hoping there will be no flooding because we know how we went not far from today. So, we're following up on the situation, it's left with pa”, he's declared Hamza to Insider.

We have “preparation, depending on the level of rainfall. If it's high level, it's impossible with the capacities we have. Not just us, no municipality. It is warned that there will be rainfall but it is not known what can happen”, Nura said.

As long as more than half a year has been done by the millions of damage caused by floods in the respective municipalities, the central level is dragging the process into the commission. Agriculture Minister Faton Peci, a month ago, has said a final report has been processed and sent to the finance minister for compensation.

“From September last year, the government has made a decision to establish a secretariat. From now on, compensations for all activities will be executed through this secretariat. We have information that there is already a final report and he was sent to the Ministry of Finance and is expected to compensate for one of the Government's meetings”, Peci said.

In this regard, the Insander newspaper has contacted the head of the Kosovo Communists Association, Saban Ibrahimi, who has requested the creation of an emergency municipal fund by the executive in case of natural disasters.

The “We in the country that we had the Assembly of Association, raised concerns that last year's damages have not been compensated for farmers. We've asked for an emergency fund. Because of the central-level bureau, citizens are experiencing five months or perhaps more than half a year, until compensation procedures are under way. We as Association have requested that we have an emergency fund for municipalities. This is not a serious approach to municipalities in this direction, because the central level needs to be done faster. Once an assessment is made, the decision is now made in the Municipal Assembly, now sent to the Emergency Agency, confirmed, and then went to the Commission. He's been calling for months. If there's flooding, you'll give the municipalities money. If there are inflows, because if there is a flood of municipalities returns money to the government, they do not misuse it”, he has declared.

Mitrovica was hit by floods earlier this year. Mitrovica municipality deputy head Arian Tahiri has said the floods caused material damage worth 9m of 100 thousand euros.

Meanwhile, Skenderaj suffered tens of millions of euros in material damage as a result of the floods.
