MSH asked Neonatology to adapt the tender specifics for ambulance under the NJKP draft

This is the third time that the Neonatology Clinic has been tried to make autobulance for the transport of premature babies who need transfer to this clinic. But once again the tender is going out to be in some trouble, writes Schneta newspaper.

The ambulance is scheduled to be bought through credit funds from the World Bank under “Project Emergency Individual-19”. This project is implemented by the Co-ordination Unit, which has not accepted the specifics compiled by a neonatology Clinic working group at QKUKU.

The newspaper has learned from sources that an official of The NJKP has assessed these specifics as “failure” of the project. The NJKP has later compiled a new draft of specifics, which the MSH has asked Neonatology to adapt to its needs.

The MSH has reasoned that these requirements are made in order for the specifics to be neutral and acceptable to the sponsor of the project, in this case the World Bank.

For any supply/purchase with Project funds, technical specifications are subject to a revision and preliminary approval by the World Bank. As a result, the circulation of requests, including technical specifications, is normal until the funder's satisfaction to create acceptable, neutral technical specifications and to allow competitive participation of domestic and foreign producers. ”

For all project funds, tender reports are public and they are published on international websites like dgMarket, UNB online as well as an M.H.A. website. Also published are reports of giving, suppliers, and contracted prices. The lesson in question is being prepared and public reporting will be made, including value and other details”, says the MSH response to the Shneta Journal.

Of the MSH, no concrete reasons have indicated why specifics are not accepted by the Neonatology Clinic, and whether the NJKP's draft of specifics has been worked by a certain official.

The initial responses were explained that technical specifications should be acceptable to the sponsor of the project, neutral and allowing competitive participation of producers from the country and abroad. The specifics are compiled by the WB team of experts, not by an individual, and depending on what equipment it's all about, and the same field as the same is revised and received approval from the funder, which in this case is the World Bank”, is said in the response of the MSH.

The World Bank has stated that this institution only deals with monitoring the implementation of the project, while for other details they have asked us to address the MSH with questions.

On the other hand, the director of Neonatology Clinic Dr. Hajrije Ismaili has said that the specifics he and a professional group have worked with are behind the literature browser.

A professional group has made the literature browser and has drawn specifications for neonatial ambulances based on the evidence of the best practices. We also had specifics with the assistance of Project Hope, respectively, colleagues from the Netherlands who have been assisting in Macedonia. We've been following this material to the USKKUK Directorate and the Ministry of Health”, Ismaili said.

She has admitted that after handing over the specifics, she has accepted another draft they have praised with colleagues from the biomedical services at KKUK.

And we've been followed by specifications worked by World Bank expert, and we've been cooperating and assisting on the part of our biomedical services colleagues we've considered to be adequate”, Ismaili said.

The director of Neonatology has stressed that neontal transport service is very important for the clinic and for reducing disease and mortality.

“The service of neonatal transport is an integral part of the neonatal services that works from the suburbs to the center. As an initial idea for an advanced professional service from downtown to periphery is that from our respected teachers Prof Muje Shala and Dr. Myavere Hoxha who have made an extraordinary contribution even in this area to continue in, to the life of advanced neonatal reference service in Kosovo. Of course, stabilising babies and escorting them by specialised neonatal personnel will evidently affect the decline in mortality and neonal disease”, Ismaili has declared.

She has said the clinic has infrastructure capacities, but has cited the fact that in Kosovo there is a lack of neonatologists.

“Klinic has infrastructure capacity and personnel, even though deficit at the level of Kosovo hoping in the future to be filled with new generations, I believe we can get together as well as always by providing neonal quality services in every unit where we operate”, Ismaili said.

This is the third time you've tried to get this clinic supplied with ambulances for neonatal transport. The first two had failed to meet the conditions to adapt to the needs of this service.
