Lajcak at the conference before the EU ministers showed what it means with straining the situation.
“This calls for simultaneous withdrawal of police and protesters from municipalities in northern Kosovo, mayors to work in alternative spaces, then announcing early elections without preconditions, with Serb participation and returning to implementation, meaning credible commitment, including drafting the majority Serbian municipality draft association. And, normally, we expect Serbia to fulfil its vows... It is the responsibility of the parties to take steps to enforce and that is in the interest of citizens”, he stressed.
He talked about recent events in northern Kosovo, until it also indicated that the transition is continuing to occur in municipalities in the country's north.
I see violent acts that can be repeated because the transition continues to occur. Without a concession agreement, we cannot go back to implementing our own dialogue. We are at a crossroads of EU-enlightened dialogue. It is a disaster that we have to deal with crisis management in northern Kosovo at the moment when we should focus on Russian aggression against Ukraine. Even more unfortunate is that the current crisis is occurring in a period when we have a clear platform for normalisation. Kosovo and Serbia must refrain from actions that involve security and distract them from important issues... The further transition cannot be an option, the time for the despass has already come”, he said.
While speaking of the violence Serbian protesters subjected to security institutions, police and KFOR, as well as journalists, Lajcak stressed that they expect genuine criminal investigation and condemnation for all perpetrators.
“Vision towards KFOR, media and police is unacceptable. We expect real criminal investigations and there must be penalties for all those performing such works”, he said.
According to the European emissary for the Kosovo-Serbia dialogue, the image of countries aimed at European integration has been damaged due to developments in northern Kosovo.
As for the release of three kidnapped policemen on Kosovo's territory from Serbia, Lajcak said it happened thanks to the international community.
